Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking an In Service Engineering Agent (ISEA) to support U.S. Navy Hull, Mechanical, and Electrical (HM&E) programs.  You will provide engineering and technical assistance support at Norfolk VA   This is a full time position, and will consist of a combination of remote work, and onsite work at ships located in Norfolk, with anticipated travel to Philadelphia and Pascagoula.  The candidate will be responsible for oversight and coordination of waterfront activities onboard U.S Navy ships and provide technical expertise of Engineering Control System (ECS) to ship personnel. The candidate will identify/analyze/diagnose system faults and failures and provide recommendations for repair or assist ships personnel in repair. The candidate will investigate, troubleshoot, and resolve shipboard problems. The Regional Lead (RL) works directly with client Program Managers (PM) and Contract Officer Representatives (CORs) as well as other Advisory and Assistance Services (A&AS) personnel contributing to implementation of the Proliferation Prevention Program (PPP) priorities. They are responsible for ensuring that client deliverables meet quality and schedule requirements. The RLs engage and collaborate with government counterparts on a broad range of activities, including project management; financial management; quality assurance; knowledge management; partner relationship management; acquisition life-cycle support; new country engagements as well as recurring and pop-up tasks.   The RL is primarily a project management role that supports implementation of Cooperative Threat Reduction (CTR) priorities, acquisition plans, and facilitates collaboration across various government and A&AS teams using the Integrated Project Team (IPT) concept. The RL provides or facilitates comprehensive support to ensure the success of the assigned portfolio under the direction of the associated PMs/CORs. This includes planning ahead to anticipate needed actions and advice the client in advance.   This role requires a thorough understanding of the PPP mission, nature of proliferation threats and mitigation approaches, the international nonproliferation regime, and key stakeholders working in the domains of nonproliferation.   The role requires excellent communication and teamwork skills, ability to support government clients achieve strategic objectives without losing sight of detail, ability to keep track of formal and informal taskers and deliver necessary advisory and assistance services in support of multiple, competing priorities. The RL is expected to partner with the government PMs/CORs as well as A&AS counterparts and be a reliable source of advice and assistance.   RLs report to the A&AS Department Lead. RLs’ primary client interfaces are the Department Chief, Program Manager, Project Officers/CORs, and other government personnel within Integrated Project Teams (IPTs).   RLs work across government and A&AS teams to support the PPP mission through: - Project-based support advice and assistance: effective management of cost, schedule, and performance of awards as well as planning and execution of acquisitions. - Ongoing operations advice and assistance: requirements definition/validation as well as all-encompassing support of country/region/program portfolios. Deliverables include the Weekly Activity Report (WAR), Annual Report to Congress (ARC) actions, Program Management Reviews (PMRs), Metric Validation, Program Objective Memorandum (POM) development, Country Summaries, Program Budget Management, etc. - Ad hoc tasks: quick-turn taskers, congressional inquiries, Freedom of Information Act (FOIA) requests, emergent needs not associated with a specific project and associated tasks  RLs are responsible for building relationships with the government counterparts in order to effectively advise on and assist with matters related to the portfolio. RLs are required to understand the limitations and restrictions pertaining to the contractor’s role and authorities/responsibilities that qualify as an inherently government function.   - Coordinate A&AS support to the portfolio of projects in the AOR. - Directly manage and be accountable for the A&AS staff in the AOR. - Serve as a leadership layer between A&AS project support and the A&AS department lead. - Proactively lead A&AS staff. Identify strengths and weakness in performance. Provide opportunities for professional development and performance improvement.  - Advise government on strategies, risks, mitigations in execution of mission in the AOR. - Work with project teams to identify gaps in knowledge, skills, and abilities; coordinate/deliver ad hoc training to mitigate potential risks. - Provide guidance, direction, consulting, and other resources to Project Teams to augment team performance. - Maintain awareness of/advise on project tasks/statuses through Gov/A&AS syncs and A&AS only syncs. - Maintain awareness of/advise on geopolitical events in the AOR that impact mission. - Maintain awareness of/advise on Policy Guidance and Operational Imperatives that impact mission. - Maintain proficiency in various systems to include, ATRIP, WAT, Mercury/TRLS, CAT, etc. and proactively advise government and A&AS on new updates, policy changes, etc. - Facilitate/coordinate responses to taskers relevant to Project Teams in the AOR. - Provide QA/QC to country summaries, fact sheets, QPMRs, weekly activity reports, etc. for projects in the AOR. - Provide inputs/guidance to the POM, Operational Imperatives, annual spend plans, metrics, etc. for projects in the AOR. - Support country assessments and metrics validation on a recurring basis for projects in the AOR. - Attend/facilitate pertinent information sessions, PMRs, workshops, meetings, deep dives, working groups, etc. - Keep the PPP Government and A&AS Leadership apprised of all things pertinent to the effective management of the program (personnel management, project team performance, resource constraints, schedule conflicts, training needs, etc.)

This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures.     Responsibilities:  - Develop comprehensive plans that describe business and technical strategies to meet program/product objectives.  - Develop current year and out-year F&E and O&M budget forecasts and justification documents.  - Respond to budget inquiries, perform budget analyses, and develop impact statements.  - Manage program performance, schedule, and finances according to established milestones.  - Develop and track integrated product schedules.  - Respond to Congressional, DOT Office of the Inspector General (OIG), Government  Accountability Office (GAO), and other external inquiries.  - Manage Risk, Issue, Opportunity (RIO) process and respond to PMO inquiries.  - Develop and track business plan goals in SPIRE.  - Develop and maintain a comprehensive spend plan based on budget projections and  schedules.  - Develop and maintain reporting to track FAA program office obligations and expenditures.  - Presents recommendations/solutions related to short and long-term program planning requirements.  - Responsible for configuration management, Earned Value Management, financial management, cost estimation, and risk management.  - Assist program manager in definition and execution of tasks/projects, work assignments, deliverables, and product quality assurance to achieve objectives.  - Support, track, and manage program, activities, actions, issues, deliverables, and projects.  - Prepares and provides the regular status of functional reports. Analyzing, and track issues across various products, and coordinating with the project managers.  - Acts as a liaison and provides general and specific written and oral responses to inquiries from customers and project team.  - Gather and analyze data related to existing programs or processes. - Identify inefficiencies and areas for improvement. - Develop strategies or solutions to address identified issues. - Collaborate with stakeholders and team to ensure alignment with project/program goals. implements changes and monitor outcomes. - Assist with tracking artifacts and contribute to changes and improvements as needed. - Assist in reporting, program performance, documentation, presentations, and other direct costs tracking.

Noblis is seeking a Network Engineer (Tier 2) in Fayetteville, NC.     Responsibilities include:   - Provide 24/7 support for the Special Operations Command (SOCOM) ISR Transport Enterprise. - Troubleshooting interface between the SOCOM user community and the transport system OEM components and configuration providers. - Interface with NOC Engineers and controllers, including providing technical assistance and updates. - Responsible for providing technical and operational support to the users forward and the hubs located at the ISR inject sites. - Situation reports, status updates and assist with any system upgrades requiring aircraft and ground transport coordination. - The contractor will work closely with government and OEM program managers to include SOCOM and other site engineers as required. - Provide expertise in Full Motion Imagery and black/red terrestrial communications networks. - Directly support the development and testing of network configurations, system-monitoring, remote terminal commissioning, routine preventive maintenance, customer and OEM problem tracking, and network problem resolution in all aspects of networking about the client's Baseband, IF, and RF communications. - Coordinate with SOCOM/J63 to ensure support requirements outlined in this SOW and additional tasking related to data transport requirements are prioritized by SOCOM/J63.
