As an ARPA-H (Advanced Research Projects Agency for Health) New Start Technical Support Lead for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your financial management, budget analysis, and acquisition experience providing planning, execution, monitoring, and oversight of research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation.

 

This is an opportunity for someone with significant acquisitions experience in R&D and ARPA settings to work with an exceptionally talented and high-performing team on challenging and cutting-edge healthcare projects.  ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

 

Role Description:

Noblis is seeking a detail-oriented and experienced New Start Technical Support Lead to join our team at ARPA-H (Advanced Research Projects Agency for Health). The successful candidate will play a pivotal role in the initiation and management of new projects, ensuring that all administrative, logistical, and operational aspects are effectively handled. This position requires a strong understanding of federal contracting, project management, and the unique requirements of ARPA programs. As an ARPA-H New Start Technical Support Lead you will bring your support and thought leadership to the PM, performer teams, and health innovation ecosystem in the research and development of these leading-edge projects. Your efforts will enable the agency to manage and provide oversight to advanced R&D efforts and help shape future R&D concepts, programs, and solutions.

 

Responsibilities and Duties:

  • Assist and facilitate in the initiation of new ARPA projects, ensuring all necessary documentation, resources, and approvals are in place.
  • Provide comprehensive technical support to program managers, support project planning and project teams, including scheduling meetings, preparing reports, and maintaining project documentation.
  • Support technical aspects of new project starts, including ensuring the availability of necessary resources including facilities and equipment.
  • Ensure all project activities comply with ARPA-H and federal contracting regulations. Prepare and submit required reports and documentation in a timely manner.
  • Assist in the allocation and management of project resources, including personnel, budget, and materials, to support new project starts.
  • Maintain clear and effective communication with internal and external stakeholders, including project teams, contractors, and ARPA-H representatives.
  • Identify potential risks related to project initiation and develop mitigation strategies to ensure smooth project starts.
  • Contribute to the development and implementation of processes and procedures to improve the efficiency and effectiveness of new project starts.
  • Provide Noblis-internal leadership, including:
    • Possible line management responsibilities.
    • Providing professional development and mentorship for teammates.
    • Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team.

Hybrid role - up to 3 days on-site.

Required Qualifications

  • US Citizen and able to obtain a Public Trust Clearance.
  • A minimum of eight (8) years past work experience in programmatic management and leadership roles preferably in a governmental research or scientific organizations.
  • A PhD in degree in Biomedical Engineering, Biochemistry, or related scientific field required.
  • Background in novel device design/fabrication or Bioinformatics required.

Desired Qualifications

  • Experience in field deployable diagnostics, genomics, microbiology, or analysis of emergency technologies highly preferred.
  • Experience with basic and applied research and prior experience as a senior Systems Engineering and Technical Assistance (SETA) Contractor is highly desirable.
  • A minimum of three (3) years of experience in project management, administrative support, or a related role, preferably within federal contracting programs is desired.
  • Two (2) years or more experience in Federal Healthcare and/or Scientific Consulting, supporting complex healthcare and programs of a research and development (R&D) nature is preferred. .
  • Prefer experience supporting DARPA or related Federal "ARPA" agencies (IARPA, ARPA-E, ARPA-H, HSARPA) strongly desired.
  • Two years or more experience working with ARPA Program Managers is highly desirable.
  • Experience with ARPA processes and direct support to Government program managers highly preferred Experience in an R&D environment is preferred.
  • Individual will have demonstrated experience in the use of advanced techniques, theories, precepts, and practices in a scientific or technological discipline.
  • Knowledge of the full scope of business and programmatic processes, procedures and policies within a R&D technical office required.
  • Experience supporting federal agency program managers and leaders is preferred.
  • Experience managing multiple tasks at once and adhere to guidelines, budgets, and deadlines.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion. 
  • Proficiency in Microsoft Office suite.
  • Strong organizational and analytical skills.
  • Knowledge of R&D industry procurement trends, policies and procedures.
  • Ability to adapt quickly to changing requirements and handle frequent changes as needed.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving problems.
  • Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate with vendors, team members, and stakeholders.
  • Proven results-oriented problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.


 

Posted Salary Range

USD $109,100.00 - USD $170,450.00 /Yr.
