Responsibilities

Biological Threat Reduction Program (BTRP) Advisory and Assistance Services (A&AS) Science Team Group Lead (Outcomes Group) and Technical Conferences Coordinator

 

This position leads the BTRP A&AS Science Team Outcomes Group and functions as the A&AS Technical Conferences Coordinator for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) BTRP Department (CT-BT). BTRP strengthens the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens. BTRP is primarily a program management organization that requires implementation and oversight of DoD acquisition strategies to carry out international cooperative threat reduction activities. The Science Team provides interdisciplinary technical expertise and coordination to the BTRP mission throughout the acquisition life cycle, from initial needs assessments through project closeout. The Science Team integrates with the Country and Regional Project Teams to ensure scientific and process rigor in project planning and implementation. Science Team activities contribute to, exercise, and validate capabilities in partner nations, regions, and globally in accordance with defined target end states.

 

The Outcomes Group Lead and Technical Conferences Coordinator is primarily a management role that requires strong scientific and programmatic understanding; familiarity with DOD acquisition strategies and mechanisms; awareness of program financial management; strong quality assurance; and proactive leadership, communication, and coordination. The ideal candidate will have exceptional planning, coordination, and communication skills, project management experience, critical and strategic thinking, and a level of curiosity to drive deeper understanding of BTRP and its mission that will enable program improvement. The Outcomes Group Lead and Technical Conferences Coordinator reports to the A&AS Science Team Lead and serves as direct supervisor of the Outcomes Group members. Their primary client interfaces are the BTRP Science Managers, Science Division Chief, and Geographic Division Country Managers but also integrate with the Program Management A&AS Team members to address Geographic Division requirements.

 

Key responsibilities include but are not limited to:

  • Outcomes Group Lead
    • Ensures all products and support delivered to clients by the Outcomes Group meet quality and schedule requirements.
    • Serves as direct supervisor of the Outcomes Group providing science/technical advice and assistance across the full BTRP client and contractor teams.
    • Directly advises BTRP clients on aspects of Grants, Conferences, Metrics and Evaluation, Training, Electronic Integrated Disease Surveillance System/Pathogen Asset Control System, and International Organizations for science engagement and implementation.
    • Maintains broad visibility of ongoing BTRP projects at the global, regional, country, and project levels, ensuring synergy of effort within the Outcomes Group and with other teams across BTRP and CTR.
    • Implements BTRP leadership prioritization in area of responsibility in alignment with program objectives, ensuring quality control and timeliness of work products generated by assigned staff.
    • Ensures timely feedback to BTRP clients of risks to schedule to facilitate re-prioritization where needed.
    • Ensures assigned staff are trained and proficient in tasks/activities necessary for success.
    • Champions best practices, innovation, and process improvement within the team.
    • Identifies resources necessary for team success.
    • Identifies inefficiencies and impediments to team success.
    • Identifies development opportunities for assigned staff.
    • Provides guidance and mentoring in project management, consulting skills, and technical competencies for assigned staff.
  • Technical Conference Coordinator
    • Serves as lead A&AS support for conference identification, selection, and participation by BTRP government clients, its awardees, and its country partners.
    • Works in coordination with a diverse range of government clients to identify and facilitate strategic conference participation opportunities.
    • Serves as conferences strategic advisor to the BTRP Science Division Chief.
    • Ensures comprehensive project-level support for the full range of conferences across nested priorities and activities in numerous countries/areas of responsibility.
    • Prepares and submits approved calls for abstracts to BTRP Geographic Divisions.
    • Ensures timely technical review and comment of conference material (e.g., abstracts, posters, and manuscripts) submitted by BTRP awardees for participation in conferences under BTRP sponsorship.
  • Assist with coordination of travel logistics (e.g., flights, accommodations, interpretation support, etc.) for all conference attendees; work with the A&AS Travel Team to ensure requests and support are managed in a timely manner.
  • Maintains a planning calendar of conferences that align to BTRP mission.
  • Scans for new relevant conferences.
  • Recommends/organizes side meetings of BTRP participants where opportunities arise.
    • Initiates translation requests for submitted conference materials.
    • Manages correspondence for the BTRP events inbox.
    • Proactively identifies risk areas, highlighting impact to mission and proactively developing solutions.
    • Addresses short-suspense taskers, as well as conference ad hoc and reach-back activities to include coordination across the department.
    • Captures meeting minutes and lessons learned and incorporates solutions to action items and process improvement methodologies.

Required Qualifications

  • Bachelor’s Degree in a biological science or related field
  • Secret Security Clearance
  • 5+ years of related experience
  • Demonstrated leadership skills and ability to manage a diverse organization.
  • Experience and successful track record building effective relationship with clients and other stakeholders, understanding client’s requirements, and meeting client expectations.
  • Demonstrated subject matter expertise in one or more of the following fields: project management, federal acquisition, client engagement, and financial management.
  • Strong attention to detail, communication, critical thinking, and problem-solving skills
  • Demonstrated ability to write for Senior Leaders
  • Program and project management experience
  • Experienced with the Federal Acquisition Regulation
  • Demonstrated proficiency with Microsoft Office tool suite
  • Ability to be on site in Lorton, VA, up to 3 days/week or as needed per client demand
  • Travel up to 25% of the time 

Desired Qualifications

  • Master’s or Ph.D. in a relevant field
  • Professional certification in a relevant field
  • Certified Scrum Master or PMP Certification
  • International biological threat reduction experience
  • DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $74,500.00 - USD $116,425.00 /Yr.
