Noblis is seeking a technical thinker and doer to work as a Systems Architect / Engineer within a highly dynamic and impactful operating environment located in McLean, VA.   The Systems Architect / Engineer will: - Collaborate with team members, customers, service providers and developers to identify requirements. - Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications. - Perform strategic systems planning, business information planning, business and analysis Analyze and study complex system requirements. - Analyze functional business applications and design specifications for functional activities. - Apply business process improvement practices to re-engineer methodologies and principles and business process modernization projects. - Apply, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement technique.s - Assist in establishing standards for information systems procedures. - Coordinate and connect IT systems to increase compatibility and information sharing. - Design software tools and subsystems to support software reuse and domain analyses. - Design, develop, and maintain various network environments, including cloud environments. - Develop analytical and computational techniques and methodologies to solve problems. - Develop and apply organization-wide information models for use in designing and building integrated, shared software and database management systems. - Enhance software to reduce operating time or improve efficiency. - Estimate software development costs and schedule and ensure the logical and systematic conversion of customer/product requirements into systems solutions that acknowledge technical, schedule, and cost constraints. - Review existing programs and assist in making refinements to reduce operating time and improve workflows and techniques. - Manage software development and support using formal specifications, data flow diagrams, other accepted design techniques and tools. - Prepare required documentation, to include both program-level and user-level documentation. - Provide users with assistance solving computer related problems, such as malfunctions and program problems. - Provide technical direction to programmers to ensure program deadlines are met. - Provide technical guidance in software engineering techniques and automated support tools. - Test, debug, and refine software to produce required products.  

The successful candidate will be self-motivated, operate well in a matrixed environment, be able to learn, digest, and provide scientific and technical guidance on a broad spectrum of biological and chemical subjects, and be able to distill and communicate complex technical concepts to enable nontechnical managers to make informed decisions and to communicate R&D impact to senior officials and policy makers.   The responsibilities of the team member may include:  - Researching and providing guidance on leading-edge technologies, particularly as they relate to CBRNE, - Evaluating the feasibility of technical approaches to problems, - Reviewing CBRNE-related technical reports and providing critiques of methods and results,  - Developing and evaluating scientific capability development strategies,  - Developing test and evaluation methodologies,  - Assessing the efficacy, safety, lifecycle costs of proposed or realized scientific solutions,  - Developing, monitoring, and maintaining a central repository of technical program information (e.g. reports, requirements, etc.),  - Organizing, coordinating, and participating in meetings, discussions, and seminars on CBRNE threat and detection technology topics, - Communicating scientific findings to technical and non-technical audiences as needed. 

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.    This position is for LPD ECS engineer.  The main function of the candidate will be to provide lifecycle support of fielded and future Engineer Control Systems (ECS) on the Landing Platform Dock (LPD) and Landing Ship Medium (LSM) ship classes. This includes shipboard support as well as Land Based Engineering Site (LBES) support. The work to be performed includes all activities associated with various Control Systems, computer program development, testing, equipment harvesting and installation on both in-service and new-ship-construction. Tasks include performing systems engineering analysis to interface control systems with other new or modified shipboard systems, troubleshooting control system hardware issues at the Land Based Engineering Site/Test Facilities (Philadelphia, PA), and upgrading the cyber security features of the existing and future Control System (CS/IS) variants.   PRINCIPAL DUTIES/RESPONSIBILITIES: - Lifecycle support of the supervisory machinery control system which includes, but is not limited to: - Provide design support for integration of equipment in an industrial/shipboard environment - Provide technical input to the design of future ECS systems - Develop, derive, and refine system and software requirements for future fielded systems - Troubleshooting complex problems of future fielded systems (PLC based control systems) both at LBES and shipboard - Review of technical documentation related to future fielded systems - Provide test support at LBES - Provide shipboard SW & HW installation support at LBES - Develop test procedures to exercise requirements of future fielded systems
