Responsibilities

Noblis MSD is seeking a Project Control Financial Analyst (All Levels) to perform financial management in support of large IDIQ contracts for the Naval Information Warfare Center Pacific (NIWC Pac) in San Diego, CA. The ideal candidate has experience in financial and project management for multiple contract types and task sizes.  Candidate must have experience in analytical analysis of financial data, proficient in excel, budgeting, scheduling and earned value and is familiar with the principles of project management and poses strong written and oral skills.

 

This position supports the Noblis MSD Program Management Office (PMO) in the financial management contract bid and execution. Candidate will work directly with various project managers and project control teams and is responsible for developing EACs, ad hoc financial reports, financial planning and monitoring the financial health of the project as well as schedule and deliverable tracking for multiple contracts. This work is hybrid in the San Diego area. Primary responsibilities supporting the financial management and data collection and oversight of multiple task orders reporting to lead project and program manager

 

Responsibilities include:

  • Provide financial assistance to program/project managers in the developing of task pricing, bidding, status reports and tracking of all task order financial data.
  • Support project managers in the financial performance of task orders to include review of customer invoices, prepare monthly status reports, compile financial forecasts (labor and ODC).
  • Financial monitoring of subcontractor performance to include managing funding requirements, tracking funding status, review of bi-monthly invoices, monthly status reports and performance evaluation.
  • Monitor financial related data calls and prepare responses as required.
  • Maintain funding documents and well as track funding metrics.
  • Supports TORFPs and provides detailed pricing estimates.
  • Develop detailed cost estimates (labor and ODC) as required throughout the contract.
  • Familiarity with project management, scheduling, requirements, and program office functions.
  • Provide funding analysis and ETC/EAC calculations (Earned Value Management) to track current task spending
  • Understanding government contract structures, tracking, and managing contract mods and funding lines to coincide with budgets

Required Qualifications

  • BA/BS in Financial, Business, or Analytics OR High School + 6 years related experience
  • Ability to obtain/maintain a Secret clearance is required
  • Experience in providing financial support to task orders is required.
  • 1+ years supporting Navy clients in related role is desire
  • Documented high degree of proficiency with MS Office Suite
  • Expert proficiency in MS Excel
  • Experience with Earned Value Management principles

Desired Qualifications

  • Understanding of timekeeping and financial management systems, DELTEK Costpoint and COGNOS financial management systems is preferred
  • Understanding of the DoD Acquisition System and Planning Programming, Budgeting & Execution (PPBE) system a plus

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $52,600.00 - USD $82,150.00 /Yr.
