Noblis MSD is seeking Cybersecurity professionals and Information Systems Security Managers (ISSMs) with Risk Management Framework (RMF) experience to provide to support U.S. Navy programs. Primary responsibility is to perform tasks related to Assessment & Authorization (A&A) and cybersecurity to obtain and maintain Authority to Operate (ATO) for Cybersecure Ship Control Systems and Networks, both ashore and afloat.
The Cyber Security Professional (ISSM) will provide lifecycle cybersecurity support of U.S. Navy systems, which includes, but is not limited to the following duties:
- Conducting risk and vulnerability assessments of information systems to identify vulnerabilities, risks, and protection needs.
- Developing, updating, and/or reviewing system RMF documentation to include Security Plans, Implementation Plans, Plans of Action and Milestones (POA&Ms), and Risk Assessment Reports (RARs).
- Providing solutions to complex problems that require the regular use of expertise and creativity. Problems are broadly defined, and solutions require the continuation of specialized theories and knowledge.
- Assessing system compliance against NIST, DoD, and Navy security requirements to include the NIST 800-53 controls and DISA Security Technical Implementation Guides (STIGs) and Security Requirements Guides (SRGs).
- Coordinating with other system SMEs to identify and develop authorization boundary diagrams, architecture diagrams, and hardware and software inventories.
- Perform annual security reviews, annual testing of security controls and annual testing of the contingency plan in line with FISMA requirements.
- Working with system administrators, engineers, and developers to update system/site policies, procedures, and process guides.
- Producing evidence as necessary to support compliance status of NIST, DoD, and Navy security requirements.
- Maintaining awareness and knowledge of evolving security and risk management standards and communicate and apply relevant changes to existing processes.
- Attending and participating in regular A&A status meetings to facilitate progress and address potential issues of RMF system efforts.
- Actively participating in working group meetings to identify, plan, and execute strategies in response to emerging cybersecurity/RMF policies.
- Utilize the Enterprise Mission Assurance Support Service (eMASS) system workflow for all formal coordination during the RMF process.
- Report changes in the security posture of systems to the Authorizing Official.
This is a long term contract with an opportunity for a hybrid work environment.
The Network Administrator will be involved with every aspect of IT from Helpdesk to Networking as needed.

- Daily, weekly, and monthly backups of exchange servers, supporting the PCU through HelpSTAR (ServicePRO) and working any requests that come in from users.
- Creating and managing accounts, email addresses, distribution and security groups with Active Directory and Microsoft Exchange Management Console.
- Setting permissions on folders using Security Groups in Active Directory.
- Server administration including building and managing physical and virtual servers required for daily operation.

- Scanning new systems with ACAS to ensure compliance with latest plugins.

- Rebuilding of servers and knowledge of VMWARE and CITRIX environments will be beneficial.

This position is part of a national 24x7 cyber watch center for a federal law enforcement agency. Typical duties and responsibilities include:
- Participate in a cross-government cyber community that involves state, local and federal law enforcement and intelligence agencies and coordinate internally and with other Cyber Centers regarding ongoing cyber incidents and investigations. Monitor multiple communications nodes (multiple network-based computer notification and information sharing applications; multiple telephonic communications circuits,· other inter- and intra-agency communications systems) for reports concerning cyber-centric threats and advisories.
- Monitor multiple communications nodes for reports concerning cybercentric attacks.
- Monitor multiple communications nodes for updates concerning previously reported threats, incidents, and advisories.
- Disseminate new reports internally and externally to the Intelligence and Law Enforcement communities using multiple communication nodes.
