Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio will provide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives. 

This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA’s Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:  

  • Systems engineering and integration,  
  • Investment and business case analysis,  
  • System acquisition program planning and management, 
  • System development and implementation planning and management,  
  • System Life Extension Program/Technical Refresh planning,  
  • Program and contract management,  
  • Forecasting and business/financial/information management 

In addition, the candidate will be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures 

 

Responsibilities: 

  • Conduct comprehensive system-wide review and analysis of all aspects of the NAS development life cycle and provide technical input in developing operational concepts to support all steps of the system engineering process. 
  • Provide expertise in the transition of legacy systems to modernized systems. 
  • Provide expertise in the application of state-of-the-art technology to meet mission requirements. 
  • Provide technical input in developing operational concepts to support all steps of the  
  • system engineering process. 
  • Conduct functional analysis to further decompose operational needs and processes. 
  • Develop enterprise architecture products with traceability and allocations to program  
  • requirements. 
  • Develop requirements and specifications to meet operational and technical objectives. 
  • Evaluate product and solution alternatives. 
  • Manage technical and program requirements by performing requirement analysis to  
  • transform the operational need into system performance requirements, interface  
  • requirements and functional requirements. 
  • Manage and update automation requirements for existing platforms. 
  • Participate in UAS standards working groups involving other services within the Air  
  • Traffic Organization (ATO), the Aviation Safety (AVS) Organization, and other stakeholder groups. 
  • Evaluate critical and essential services implementation. 
  • Develop performance monitoring specifications. 
  • Monitor technical performance measures and other system and service metrics for the  
  • critical and essential services. 
  • Perform Human Factors-related (HF) tasks regarding the role of human factors research  
  • and engineering. 
  • Define and manage the UAS Enterprise Architecture. 
  • Formulate recommendations for testing and evaluating procedures, standards and other  
  • guidance documentation, for all test phases. 
  • Develop and execute the system test plans and report on the results. 
  • Conduct and complete safety analyses for UAS capabilities. 
  • Develop and perform software quality assurance assessments for UAS capabilities. 
  • Provide a variety of technical engineering expertise and assistance involving the  
  • development, implementation, integration, and transition of UAS systems, components,  
  • and equipment. 
  • Perform requirement validation assessments at the appropriate key decision points  
  • (including in the FAA acquisition process). 
  • Perform software system engineering tasks that support UAS software integration and  
  • maintenance activities. 
  • Review and evaluate project-specific procurement documentation, evaluate software risk  
  • management plans, review and assess program plans, transition plans, implementation  
  • plans and other documents of a similar nature. 
  • Participate in and provide support for activities related to the implementation of the new  
  • system. This support will provide technical & operational assistance including review and  
  • evaluation of the implementation schedule, problem reporting, evaluation of planning documents (implementation documentation and plans, test plans, test reports, etc.),  
  • installation oversight and coordination with various stakeholders.

Required Qualifications

  • Knowledge of FAA's Acquisition Management System processes and products desirable. 
  • Knowledge of NAS Enterprise Architecture desirable. 
  • Applied experience using System Architect, DOORS, CORE, and Cameo highly desirable. 
  • Demonstrated technical leadership in FAA's NAS modernization programs desirable. 
  • Model Based System Engineering/Digital Engineering desirable. 
  • Experience in requirements development in the federal government space. 
  • Function identification, modeling, decomposition, analysis, and needs identification. 
  • Performance modeling, analysis and determination. 
  • Availability, safety, and security requirement determination. 
  • Configuration management, alternatives identification and analysis.

Level 6 

  • 0-2 years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 
  • Compensation $61,600 - $96,250

 

Level 5 

  • 2-6 years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 
  • Compensation: $61,600 - $116,425

 

Level 4 

  • 6-10 years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $90,300 - $141,075

 

Level 3 

  • 10-15 years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 
  • Compensation: $109,900 - $170,450

 

Level 2 

  • 15-20 years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 
  • Compensation: $132,000 - $206,250

 

Level 1 

 

  • 20+ years of relevant experience is required. 
  • A Bachelor's Degree in engineering (systems, civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, avionics, environmental or computer) is required.   
  • 10 years of relevant experience may be substituted for the Bachelor’s degree.  
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.  
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience. 
  • Compensation: $132,000 - $206,250

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
