This position will function as an Advisory and Assistance Services (A&AS) Epidemiology Subject Matter Expert (SME) for the DTRA Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP). BTRP strengthens the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens. BTRP is primarily a program management role that requires implementation and oversight of DoD acquisition strategies to carry out international threat reduction activities. The Science Team provides interdisciplinary technical expertise and coordination to the BTRP mission throughout the acquisition life cycle, from initial needs assessments through project closeout. The Science Team integrates with the Project Teams to ensure scientific and process rigor in project planning and implementation. Science Team activities contribute to, exercise, and validate capabilities in partner nations, regions, and globally in accordance with defined target end states.
The Epidemiology SME role is technical in nature, serving as an infectious and zoonotic disease epidemiology subject matter expert (SME) for the One Health Team, within the Advisory and Assistance Services (A&AS) Science Team. This position will serve as a technical expert in the development, review, and monitor/management of a number of biosurveillance projects and engagements for BTRP clients. This position will work collaboratively with other SMEs and the project management team on the aforementioned tasks. The desired candidate will have prior experience and training in clinical research project development and implementation, and/or experience in infectious diseases.
DUTIES
- Provide comprehensive epidemiology expertise to assess, evaluate, and recommend solutions to resolve the multitude of technical issues that may evolve in conjunction with the CTR Program
- Provide infectious disease epidemiology and public health expertise to support multidisciplinary and multinational research project development and implementation
- Provide expertise in public health and epidemiology principles, including infectious disease surveillance/monitoring and reporting systems/programs, and epidemiological study design, analytic methods, outbreak investigation, Public Health Emergency Operation Centers, and electronic disease reporting technologies/tools. Team member should understand polices, strategies, and available technologies/tools to improve prevention, detection, and control of infectious diseases, with specific focus on approaches to prevent emergence and spread of diseases
- Provide expertise in the area of field epidemiology and health emergency preparedness and management training to assist in the review of training materials developed by BTRP government partners and contractors across all program countries

This position leads the A&AS support for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) BTRP Department (CT-BT). BTRP strengthens the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens.
The BT Department Lead serves as lead A&AS support to the Government Department Chief and is directly responsible for overseeing a diverse team of A&AS Project Analysts, Subject Matter Experts, Project Managers, Financial Managers, Scientists, and Acquisition, Strategy, and FOIA Specialists. The Department Lead is responsible for the overall direction of the BTRP A&AS Team and is responsible for client delivery across all positions and functions of the team.
Key responsibilities include but are not limited to:
- Serves as senior program strategy advisor to and directly supports BTRP Department Chief on all facets of program execution. Maintains broad situational and scientific awareness in support of BTRP missions and future strategy, advising BTRP Department Chief, as appropriate.
- Provides program management support for the full range of CT-BT deliverables across various missions and activities in one or more countries/projects.
- Responsible for providing capable, competent, and qualified A&AS support to the BTRP Department and the CTR mission.
