Overview Noblis has an exciting leadership opportunity for a high energy, customer facing, results oriented Air Force Business Development Director that is committed to corporate and customer mission success. Reporting directly to the Senior Director, DoD Capture & Business Development, Defense Mission Area.  This leader will drive the strategic direction and execute on all business development, capture and proposal management activities across the Air Force market. The director will be responsible for developing customer and partner relationships to strengthen the BD pipeline and support growth goals of $100+ million in annual revenue within the next 5 years.   Responsibilities   The Air Force Business Development Director is responsible for the identification, pursuit, capture, proposal submission of all opportunities in his/her assigned account. The qualified candidate must thrive in an environment where they are responsible for the management and execution of the full capture life cycle across multiple simultaneous pursuits and proposals across the US Air Force. We are looking for a highly motivated, detail-oriented, self-directed individual to qualify new business opportunities, develop winning capture strategies, and execute the strategies to successfully capture identified opportunities. In performing this role, he/she will be expected to collaborate with cross-functional team members as well as operational leadership, and SMEs in the Defense Mission Area. The incumbent will be responsible for ensuring sufficient customer intimacy is developed in the assigned account and will develop the customer engagement approach and execute the win strategy through the business development life cycle, to include solution development, teaming strategy, competitor assessment, and bidding strategy necessary to position and lead Noblis through a successful capture via competitive proposals.   This position requires a self-starter with a background working in federal R&D/S&T markets, with an ability to grasp advanced technical concepts across a variety of science disciplines, and with a high aptitude for advanced technology requirements.  The candidate is expected to exercise sound judgment within broadly defined practices and policies and report directly to the Senior Director of Defense Business Development and Capture.   Detailed Position Requirements - Develop and achieve growth targets through the identification and capture of new Air Force business - Leverage existing customer relationships and establish and cultivate new relationships with key Air Force clients and related entities. - Ensure that appropriate strategic alliances are formed with other organizations (internal and external) to support client missions and growth goals. - Lead the development of win strategies through competitive analysis, pricing analysis, teaming, solution reviews, and client engagement; document through development and execution of comprehensive capture plans - Support the use of the Noblis business development/capture development process, leveraging industry-standard BD processes, tools, and techniques. - Develop and maintain a comprehensive account plan covering Department of the Air Force target market areas for strategic business development and long-term growth - Work collaboratively to identify and acquire new business for Noblis and its customers. - Formulate market strategies and plans to close on opportunities driving all aspects from Explore to Pursuit through Pre-Proposal and Proposal development/submission phases - Identify and target specific customers for growth opportunities based on past performance and contract placement. - Gather, assess, and validate customer requirements, issues, and risks - Develop value propositions and identify/develop early win strategies - Plan and participate in opportunity activities, to include white papers, RFIs, sources sought, workshops, industry events, opportunity gate reviews, black hat sessions, collaboration sessions, and proposal color team reviews - Maintain the opportunity record in the corporate CRM tool and record all capture activities to promote transparency and business continuity - Brief capture status regularly at specified milestones in the capture process, when material changes occur and as needed. - Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.  

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).   The Administrative Professional will perform administrative and operation support to SURFMEPP managers, staffers, and external customers.     This work includes responsibilities such as (but not limited to): - Answering calls, drafting correspondence, filing, and organizing documents. - Arranging appointments and schedules, preparing and processing files. - Developing and adhering to hierarchal regulations when maintaining forms, directives, and records. - Utilizing provided templates to review, publish and disseminate Command letters and organizational presentations. - Maintaining and enhancing administrative initiatives (i.e., Onboarding, Plan of the Week, Corporate Operations Report, etc.); correcting defects upon discovery. - Updating and maintaining the Navy Family Accountability and Assessment System, acting as the Command Representative. - Assisting with preparations and execution of Changes of Command, Award Ceremonies, and All Hands events. - Reviewing existing policies and procedures, initiating and tracking updates as needed; this includes directives and correspondence requiring executive-level approval. - Drafting, reviewing, formatting, and uploading documents into the e-CORR routing system.

This work includes additional responsibilities such as (but not limited to): - Maintaining a collaborative relationship with various organizations to support application troubleshooting. - Ensuring SURFMEPP tools and practices comply with all IA requirements. - Supporting the Cyber Workforce Program Manager in developing and tracking Cyber workforce requirements and training. - Providing management and technical support to Command and Department strategic and tactical initiatives, in-service goals, and objectives.

Noblis is seeking a Data Management Engineer to support the Fusion Analysis and Development Effort (FADE) program. The FADE program develops and operates a multi-source intelligence platform that fuses geospatial information with a variety of textual data sources, providing real time data feeds, complex event notifications, and knowledge management to thousands of IC and DoD personnel every day. Our staff works closely with end users, taking direct feedback and incorporating that feedback into our system to improve user workflows, data layers, and field new capabilities. We utilize a modern DevSecOps development process and deploy to a scalable cloud environment.   Job Duties:   - Work collaboratively with senior staff members to learn the system and data management responsibilities - Assist the FADE PMO in managing incoming and outgoing data sources and feeds - Conduct/ attend various Data Management meetings; i.e. Data Council - Work with the end user customers for data requests - Track security data compliance requirements,  and cloud infrastructure/ storage environments - Formulate and communicate problem solving approaches effectively to our Government clients.

Role Summary: The CTR Pricing/Contract Manager of Operations (MO) supports the Program Manager (PM) and Noblis ESI Business Managers in overseeing day-to-day operations and ensuring administrative requirements are identified and completed.  Oversight will include all Shared Services operations on the contract to include Accounting, Contracts, HR, IT, Procurement, and Security.  The MO will also oversee, document, and ensure implementation of major business processes and procedures.  They will also be responsible for the tracking and facilitation of major contract actions across all CTR Departments and facilitate CTR collaboration.  Finally, the MO will be assigned and lead special projects as directed on behalf of the PM.   Specific Operations Roles: - Oversight of overall business operations of DTRA A&AS and/or additional programs as assigned to include Accounting/Finance, Contracts, Facilities, HR, IT, Procurement, Security, and Subcontracts - Provides leadership and supervisory support over the Program Management Office (PMO) - Coordination and resolution of complex business operations issues - Collection, synthesis, and dissemination of business operations status up and down and across the organization - Assist DTRA PM with creating, growing, and building a world class A&AS provider - Financial strategy, oversight, and analysis of the organization with an aim to achieve favorable financial results with respect to sales, profitability and cash flow. - Ensure DTRA shared services team provides superior customer service and assistance to all stakeholders including customers, subcontractors, line employees, and corporate employees - Assist with the design, development, coordination, communication, and/or implementation of major corporate initiatives - Oversee proposal efforts and ensure cost/contract volumes are of superior quality - Lead key meetings in the absence of the Program Manager. - Form and maintain key relationships with major DTRA stakeholders to include COR, CO, and Executive Leadership

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking a well-rounded Machinery Controls Tester support a U.S. Navy program for engineering, testing and construction of Simulator/Stimulator technology for onboard trainers.   Responsibilities: - Construction of temporary and permanent fixtures to test development systems.  - Construction may consist of assembly of circuit card chassis, wire terminations and routing between chassis, reading and development of hardware drawings.   - Unit and formal testing at onsite lab for Machinery Control Systems (MCS) modeling and simulation, component testing, system integration testing.  - Unit and formal testing at onsite lab for MCS stimulator, component testing, system integration testing.  - Be a point of technical escalation and resolution during the project lifecycle as it relates totechnical decisions.

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).  SURFMEPP Detachment Planners represent their assigned ships’ Class Maintenance Plan with the Maintenance Teams and stakeholders, advocating for the planning, execution, and completion of all MTRs.  They track all Mandatory Technical Requirements (MTRs) throughout the maintenance cycle of assigned surface ships and generate Baseline Availability Work Package (BAWP) Trackers which contain the status of all MTRs in the work package and document and report risks to their completion. Additional responsibilities include (but are not limited to): - Organize and execute CNO availability milestone meetings with stakeholders. - Participate in applicable Maintenance Team and Project Team meetings. - Conduct ship visits to validate MTRs, participate in shipboard meetings and interact with the Maintenance Team. - Draft and route BAWP related correspondence. - Conduct Work Item Reviews to ensure MTRs are aligned for execution in accordance with technical guidance.  Also, as a senior member of the Detachment, the Planner will: - Lead various working groups as assigned. - Support the development of metrics for SURFMEPP processes and products - Use these metrics and other research to provide recommendations for SURFMEPP product improvement initiatives.
