As an ARPA-H (Advanced Research Projects Agency for Health) Travel Specialist for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your financial management, budget analysis, and acquisition experience providing planning, execution, monitoring, and oversight of research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation.

 

This is an opportunity for someone with significant financial and budget experience in R&D and ARPA settings to work with an exceptionally talented and high-performing team on challenging and cutting-edge healthcare projects.  ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

 

Role Description:

Noblis is seeking a detail-oriented and experienced Travel Specialist to join our team at ARPA-H (Advanced Research Projects Agency for Health).

As an ARPA-H Travel Specialist, you will be responsible for coordinating all travel arrangements for RAPA-H leadership, staff and contractor team members, ensuring smooth and efficient travel coordination.

 

Responsibilities and Duties:

  • Establish strong working relationships with R&D program managers as well as organization leadership to proactively identify and plan travel requirements
  • Plan, organize, prepare and coordinate domestic and international travel arrangements for ARPA-H PMs, office leadership, and staff, including flights, accommodations, ground transportation, and other travel-related services.
  • Research and select appropriate travel options based on budget, schedule, and preferences of team members.
  • Coordinate with travel agencies, airlines, hotels, and other vendors to secure bookings and negotiate contracts for group travel.
  • Provide guidance and support to team members regarding travel procedures, documentation, and travel insurance options.
  • Manage travel itineraries, schedules, and visa requirements for team members traveling to various locations for conferences, meetings, and projects.
  • Stay informed about travel advisories, health and safety protocols, and other relevant travel regulations to ensure the well-being of travelers.
  • Assist in processing travel expenses, reimbursements, and travel policy compliance for all trips.
  • Collaborate with other support staff and services at ARPA-H to streamline travel processes and improve overall travel experience for staff.
  • Provide travel help desk support, applying knowledge of and experience in applying Department of Health and Human Services (HHS) travel policies, Federal Travel Regulation (FTR), and HHS Financial Management Regulations (FMR)
  • Provide expertise in researching and interpreting the FTR; Travel System Operations/Help Desk/Training; reviewing manually and system generated travel vouchers
  • Administer the Government Travel Credit Card (GTCC) program in accordance with HHS Financial Management Regulations (FMR)
  • Process passport/visa applications
  • Research the Foreign Clearance Guide (FCG); Commercial Ticketing Office (CTO) operations, and use of GSA City Pair airfare rates
  • Process permanent change of station (PCS) travel authorizations and vouchers

Work is on-site with the possibility to telework 1-2 days per week

Required Qualifications

  • Associate's Degree in hospitality management, tourism, business administration, or any other suitable field plus 2 years of experience. Additional years of experience can substitue for the degree. 
  • Must be an US citizen
  • Past work experience as a Travel Specialist or similar role, preferably in a research or scientific organization
  • Specific knowledge and expertise in preparing and reviewing manually and electronically generated travel authorizations and vouchers, processing passport/visa applications.
  • Proficiency in travel booking systems, travel management software, and Microsoft Office suite
  • Knowledge of travel industry trends, destination information, and travel policies and procedures.
  • Ability to adapt quickly to changing travel requirements and handle last-minute travel adjustments.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving problems.
  • Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate options with travel vendors, team members, and stakeholders
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion. 
  • Experience preparing and reports, schedules and status inputs.

Desired Qualifications

  • Experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) is strongly desired.
  • Experience supporting federal agency program managers and leaders is preferred.
  • Experience in an R&D environment is preferred.
  • Proven results-oriented problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments
  • Commercial Ticketing Office (CTO) operations and use of GSA City Pair airfare rates is highly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.


 

Posted Salary Range

USD $20.19 - USD $50.95 /Hr.
