Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management. SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).
SURFMEPP Detachment Planners represent their assigned ships’ Class Maintenance Plan with the Maintenance Teams and stakeholders, advocating for the planning, execution, and completion of all MTRs. They track all Mandatory Technical Requirements (MTRs) throughout the maintenance cycle of assigned surface ships and generate Baseline Availability Work Package (BAWP) Trackers which contain the status of all MTRs in the work package and document and report risks to their completion. Additional responsibilities include (but are not limited to):
- Organize and execute CNO availability milestone meetings with stakeholders.
- Participate in applicable Maintenance Team and Project Team meetings.
- Conduct ship visits to validate MTRs, participate in shipboard meetings and interact with the Maintenance Team.
- Draft and route BAWP related correspondence.
- Conduct Work Item Reviews to ensure MTRs are aligned for execution in accordance with technical guidance.
Also, as a senior member of the Detachment, the Planner will:
- Lead various working groups as assigned.
- Support the development of metrics for SURFMEPP processes and products
- Use these metrics and other research to provide recommendations for SURFMEPP product improvement initiatives.

This work includes multiple secondary functions such as (but not limited to): Preparing and presenting informational briefs, performing quality assurance checks on multiple SURFMEPP products, updating databases and providing inputs for status reports. Additionally, BAWP Planners will:
- Lead various working groups as assigned.
- Support the development of metrics for SURFMEPP processes and products
- Ensure product and process alignment with higher-level guidance
- Provide analysis and recommendations for CMP and other SURFMEPP product improvement initiatives.

SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).
SURFMEPP’s Maintenance Engineer is responsible for conducting, under senior supervision, engineering efforts to develop and maintain annual ship class-specific “waterfall charts”. These charts will display Continuous Maintenance (CM) expenditures for surface Navy ships in a clear and comprehensive manner. The Maintenance Engineer will also review all TYCOM entries into the Navy’s MRS (financial) database for integrity and completeness.

This is an opportunity for someone with excellent project management, coordination, and administrative skills to join a dynamic team at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in the competitive acquisition, implementation, and lifecycle management of the FAA Enterprise Networks Services (FENS) program. The FENS program will provide highly-available and secure communications, information services, and networking capabilities essential to National Airspace System (NAS) operations and agency administration.
The Program Analyst will be responsible for the development and editing of test-related plans, procedures, reports, meeting minutes, schedules, and inventories/configuration management documentation. As part of a multi-disciplinary team, you will directly engage with FAA program leads, technical professionals, and senior managers in a dynamic and fast-paced environment to ensure process adherence. Superb social and interpersonal skills are required to effectively coordinate with a team of professionals who are both technical and non-technical and to ensure the team maintains a positive and collaborative relationship with external stakeholders. Activities and responsibilities associated with this position include but not limited to:
- Provide technical and editorial reviews of FENS team documentation and deliver comments back to the author.
- Ensure adherence to FAA Acquisition Management (AMS) processes and conform with Tech Center Test and Evaluation Quality Management System (QMS) processes.
- Coordinate test planning, review execution results, and prepare summary result reports for engineers and FAA management.
- Work closely with FAA leadership and cross-functional team members on day-to-day actions and activity prioritization
- Manage development of logistics, agenda, schedule, attendee lists and briefings for leadership and technical stakeholder meetings
- Develop, update, maintain, publish and disseminate meeting artifacts, including meeting minutes and action items in a timely fashion

They are responsible for conducting independent technical and cost analysis/studies utilizing CNO Availability Close-Out Data from various sources such as NMD, TYCOM Ledgers, MRS, and RMC Business Offices. Maintenance Analysts attend monthly meetings and bi-annual program reviews and are responsible for overall program success in notional funding document development. They will brief government leadership on routine basis on findings and recommendations.

SURFMEPP’s Life Cycle Analysts collect, review, and analyze information in order to make recommendations to the Government. Typical responsibilities include, but are not limited to:
- Drafting letters, correspondence, documentation for multiple customers at the Case Manager's direction. Conducting research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA); Providing supporting documentation for implementation, execution, reconciliation, and closure of FMS cases; Providing supporting data for briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation, presentation materials, and country correspondence.
- Analyzing relevant data, which may include budget information, technical information, human resources, program management, or program development. Report findings and recommendations to the Government including Program Managers and Directors. While preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
- Examining POM/DoN budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Employing cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.

They will draft briefs containing recent findings and recommendations for government leadership on a routine basis.
