We are looking to hire an ILS Specialist to provide support to various ship programs for the US Navy.
The Integrated Logistics Support (ILS) Certification Specialist candidate will directly work with Navy Logistics, ILS Documentation, and the Navy Supply System. This position will provide direct Government support. Facilitate the development and the integration of the supporting ILS Documentation for the Hull, Mechanical, and Electrical (HM&E) Systems and Equipment installed across the US Navy. Noblis MSD is seeking an engineer (MID TO SENIOR LEVELS) to lead the application integration process engineering development for DevSecOps and application engineering for specialized programs. Candidate will conduct software and hardware assessments of the cloud environment and the application integration process for optimizing and developing cloud based testing methods, to determine application impacts to current baseline, develop installation procedures, deployment criteria, internal and off ship requirements and program interfaces.

Background:
The position will perform Test & Evaluation Engineer duties for the Department of Defense (DoD) Cyber Crime Center (DC3), Operational Enablement Directorate (OED) focused on cyber counterintelligence tools and objectives. DC3 is designated as one of seven Federal Cybersecurity Centers and is aligned as a separate agency under the Inspector General, Office of the Secretary of the AF.
The OED is one of six DC3 operational Directorates. OED Amplifies the effects of DoD-wide LE/CI investigations and operations, and by extension, the effects of the U.S. Intelligence Community (USIC) at large. The OED is composed of the Analytical Group (AG) and Strategic Capability Integration Group (SCG), both of which have unique operations support requirements.
OED/CIG’s mission is to provide support to the DoD counterintelligence community through the management of the evolution and development of the CADO-IS (Collect, Analyze, Disseminate and Operationalize – Integrated Solution) environment and an Automated Data Obfuscation capability. SCG’s mission is to manage the CADO-IS program to enhance & integrate numerous cyber-based interagency and DoD counterintelligence capabilities to improve and integrate with, acquisitions & technology protection and DoD Cyber CI counterintelligence operations.
Job Description:
The Test and Evaluation Engineer will assist in the design, develop, and administration of the DC3 OED Test and Evaluation program:
- Responsible for understanding DoD Initial Capabilities Document (ICD), Capabilities Development Document (CDD), Capabilities Production Document (CPD)); Integrated Logistics Support Plan (ILSP), Test and Evaluation Master Plan (TEMP), and Acquisition Program Baseline (APB); and other applicable program documents as required
- Review and comment on Reliability, Maintainability, and Availability (RMA) parameters and specifications related to whether they are appropriate for the system being developed and whether they are testable and measurable
- Develop and provide briefings to the OED team and others, recommending an operational test strategy, what operational events should be conducted during each development phase, and why those events are necessary to reduce risk (cost, schedule, or performance) to the program
- Develop modifications to the TEMP that address the approved operational test strategy
- Determine Critical Operational Issue (COI), Measure(s) of Effectiveness (MOE), Measure(s) of Suitability (MOS), and Measure(s) of Performance (MOP), and the recourses required to plan, perform, analyze, and report on operational events during all acquisition or development phases
- Develop solutions to calibration systems problems to perform data analysis
- Provide engineering leadership and oversight for product testing & analysis
- Interface with stakeholders to understand test objectives, develop test strategies, and collect and analyze data to satisfy customer needs

Role functions may include:
- Oversee, monitor, and support government-sponsored research programs on leading-edge technologies.

- Providing high level vision to program/project manager or senior leadership to influence objectives of complex efforts.
- Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
- Attending meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.
- Coordinating, tracking, and providing assistance in responding to program-aligned S&T Executive Secretary data calls, compiling information, and preparing information for reporting to senior leadership, with a particular emphasis items requiring technical content and information.
- Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that procure and sustain voice switch and recording systems that enable critical, high availability Air Traffic Control (ATC) voice communications within the National Airspace System (NAS). The VS&R Program Office is responsible for acquisition and full life cycle program management of operational ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement of new systems, verification, validation, testing, logistics, implementation, deployment, and sustainment/tech refresh of existing ATC voice communications systems.
The ATC Voice Systems Architect will support the FAA in modernizing air traffic control voice communications and will provide domain and technical expertise in the following areas: ATC voice communications, voice switch hardware, software, systems, analog/electrical/digital/VoIP interfaces, and networking. The engineer will collaborate with the team through system requirements development, industry/market research, source selection, system verification/validation, system implementation and full system life cycle planning and management. The engineer will facilitate coordination among the team’s functional areas to ensure program success. This position will support FAA VS&R programs and the VCS/VoICE acquisition and series of multiple procurements (APC/GPC/VCSs) by providing systems engineering acquisition & program support and leveraging knowledge of National Airspace System (NAS) Air Traffic Control (ATC) communications, voice switches and ED-137 VoIP for Air Traffic Control. Beyond these specific activities, this resource will also provide technical and program management support to other VS&R programs as needed. The candidate will also apply comprehensive system engineering principles to support the investigation, analysis, planning, design, development, implementation, testing, and evaluation of NAS equipment and procedures, particularly the integration and safety assessment of the ATC system. The candidate will also review and prepare engineering and technical analysis reports, and other technical and safety documentation. May also analyze, design, develop, implement and test software related to engineering or functional requirements of NAS and associated support systems.
The engineer will also support FAA safety management activities involving measures to mitigate hazards or reduce risks to an acceptable level, verification that mitigation measures are incorporated into product design and implementation, and assessment of residual risk and any other safety related activities.
The engineer will apply technical knowledge throughout the phases of the Systems Engineering lifecycle, leverage Project Management experience and collaborate with client stakeholders to ensure successful project/program execution. Interface with Deparment of Defense (DoD) software and systems engineers, support contractors, and CBRNE Subject Matter Experts (SME). Contribute to all aspects of the software life cycle including but not limited to requirements definition, software development, documentation, testing, deployment, support, and maintenance.
