Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).    SURFMEPP’s Life Cycle Maintenance Project Analysts oversee overall tasking and submissions for notional funding documents for Surface Ship Navy Maintenance on program.  They are responsible for conducting independent technical and cost analysis/studies utilizing CNO Availability Close-Out Data from various sources such as NMD, TYCOM Ledgers, MRS, and RMC Business Offices.  Maintenance Analysts attend monthly meetings and bi-annual program reviews and are responsible for overall program success in notional funding document development.  They will brief government leadership on routine basis on findings and recommendations.

Conducting research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA); Providing supporting documentation for implementation, execution, reconciliation, and closure of FMS cases; Providing supporting data for briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation, presentation materials, and country correspondence. - Analyzing relevant data, which may include budget information, technical information, human resources, program management, or program development. Report findings and recommendations to the Government including Program Managers and Directors. While preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. - Examining POM/DoN budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Employing cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
