Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).    SURFMEPP’s Life Cycle Maintenance Project Analysts oversee overall tasking and submissions for notional funding documents for Surface Ship Navy Maintenance on program.  They are responsible for conducting independent technical and cost analysis/studies utilizing CNO Availability Close-Out Data from various sources such as NMD, TYCOM Ledgers, MRS, and RMC Business Offices.  Maintenance Analysts attend monthly meetings and bi-annual program reviews and are responsible for overall program success in notional funding document development.  They will brief government leadership on routine basis on findings and recommendations.

Conducting research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA); Providing supporting documentation for implementation, execution, reconciliation, and closure of FMS cases; Providing supporting data for briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation, presentation materials, and country correspondence. - Analyzing relevant data, which may include budget information, technical information, human resources, program management, or program development. Report findings and recommendations to the Government including Program Managers and Directors. While preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. - Examining POM/DoN budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Employing cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.

This position requires experience in cyber operations, network architecture, digital systems, and an understanding of AI/ML models.    Responsibilities: - Proactively safeguard the DIB by analyzing network appliance data, identifying and prioritizing threats before they strike, and recommending effective mitigation strategies - Technical lead in cyber intelligence & all-source intel research, focusing on network operations - Analyze data from deployed network appliances, security events, and artifacts by leveraging AI and ML algorithms for anomaly detection and pattern recognition. - Develop presentations, papers, and recommendations for the DC3 client, summarizing threat assessments and proposing effective countermeasures - Leverage classified data, open-source research, and net flow analysis, combined with AI and ML, to produce intelligence assessments, technical information papers, and cyber threat profiles of current events, enabling predictive analysis and proactive risk management. - Craft data-driven reports and briefings for government leaders, leveraging AI and ML-generated insights and recommendations to inform critical decision-making.   This position is expected to be a hybrid position, with a 60% on site requirement - Work Location: On-site at Linthicum, MD

Modernization Analyst responsibilities include: - Providing analysis and recommendations to facilitate ship specific modernization planning and execution. - Conducting availability integration and modernization analysis to identify modernization that may risk avails exceeding scheduled completion date. - Identifying repair, corrosion and tank work that may be affected by a Mod task. - Managing Mandatory Safety Alterations for assigned ship class(es) by generating WN’s and tracking them to completion. - Updating alteration information in M&SWP to reflect accurate man-day info and material cost for for DON and POM Ship sheet input.

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).    SURFMEPP’s System Engineers provide database management for assigned systems in M&SWP.  The Propulsion Systems Engineer will update existing maintenance tasks and create new maintenance tasks to support maintenance on shipboard propulsion systems for the Navy’s Surface Ship Fleet. They will develop, track, and manage material requirements for mandatory Class Maintenance Plan tasks for various hulls and availabilities under the guidance of senior personnel, and will attend meetings and communicate with relevant stakeholders to provide comments, recommendations, and follow-up on issues and topics relevant to propulsion systems.
