Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).  SURFMEPP Detachment Planners represent their assigned ships’ Class Maintenance Plan with the Maintenance Teams and stakeholders, advocating for the planning, execution, and completion of all MTRs.  They track all Mandatory Technical Requirements (MTRs) throughout the maintenance cycle of assigned surface ships and generate Baseline Availability Work Package (BAWP) Trackers which contain the status of all MTRs in the work package and document and report risks to their completion. Additional responsibilities include (but are not limited to): - Organize and execute CNO availability milestone meetings with stakeholders. - Participate in applicable Maintenance Team and Project Team meetings. - Conduct ship visits to validate MTRs, participate in shipboard meetings and interact with the Maintenance Team. - Draft and route BAWP related correspondence. - Conduct Work Item Reviews to ensure MTRs are aligned for execution in accordance with technical guidance.  Also, as a senior member of the Detachment, the Planner will: - Lead various working groups as assigned. - Support the development of metrics for SURFMEPP processes and products - Use these metrics and other research to provide recommendations for SURFMEPP product improvement initiatives.

Conducting research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA); Providing supporting documentation for implementation, execution, reconciliation, and closure of FMS cases; Providing supporting data for briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation, presentation materials, and country correspondence. - Analyzing relevant data, which may include budget information, technical information, human resources, program management, or program development. Report findings and recommendations to the Government including Program Managers and Directors. While preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. - Examining POM/DoN budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Employing cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
