Noblis is seeking Project Management Analyst(s) for our client’s operational requirements on a mission focused program located in McLean, VA or Bethesda, MD. Successful candidates in this position will collaborate with a diverse group of individuals across the intelligence community (IC).   Primary Responsibilities:   - Develop, maintain, or administer IC policies, guidelines, operating procedures, and transition plans. - Review, analyze, and make recommended improvements to IC documents including policies, guidelines, concepts of operation, and operating procedures. - Facilitate or provide support to internal and external governance forums such as boards, committees, and councils. - Implement improvements and efficiencies in business processes, customer management, and in data gathering and reporting. - Lead or support the development and execution of project or program management plans that articulate scope of work, required tasks, and performance metrics and monitoring. - Provide support for IC systems, software, or data programs or projects including monitoring contracts and performance, reporting status, facilitating meetings and actions, establishing future needs and requirements, and gathering and implementing best practices. - Guide the implementation or adoption of IC projects to include supporting training, developing operating procedures, communications and branding materials, facilitating working groups, and providing monthly assessments and reporting to varied internal and external forums.  

Noblis is seeking a cleared and experienced Systems Engineer for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located in the Virginia and Maryland area. Successful candidates in this position will collaborate with a diverse group of individuals across the intelligence community (IC) and directly contribute to the IC Systems Enterprise Architecture.     Responsibilities include but not limited to:    - Conduct Technical analysis by evaluating operational needs and defining or validating operational concepts.  - Developing requirements documents, transition paths, best practice guides and checklists, and engineering artifacts (e.g., use cases, operational view diagrams) to support the development, integration, implementation, or transition of systems into IC enterprise architectures.   - Identify and document methodologies, approaches, interfaces, and system-level and business-level processes for components.    - Perform functional decomposition of systems across domains (unclassified and classified) and build technical specifications such as system-level requirements documents and Interface-Control Documents to inform integration, security, transition, and adoption.    - Work with technical engineers, program managers, enterprise architects, and other working groups to perform detailed analysis, identify gaps and opportunities, and design, develop, and deliver technical artifacts.   - Perform detailed reviews and analysis of system-level interactions, data flows and interfaces and develop appropriate functional, data, component, and system-level groupings.   - Lead Technical Exchange Meetings, operational/engineering checkpoints, readiness reviews, and technical evaluation exercises.  

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).      SURFMEPP Detachment Planners represent their assigned ships’ Class Maintenance Plan with the Maintenance Teams and stakeholders, advocating for the planning, execution, and completion of all MTRs.  They track all Mandatory Technical Requirements (MTRs) throughout the maintenance cycle of assigned surface ships and generate Baseline Availability Work Package (BAWP) Trackers which contain the status of all MTRs in the work package and document and report risks to their completion. Additional responsibilities include (but are not limited to): - Organize and execute CNO availability milestone meetings with stakeholders. - Participate in applicable Maintenance Team and Project Team meetings. - Conduct ship visits to validate MTRs, participate in shipboard meetings and interact with the Maintenance Team. - Draft and route BAWP related correspondence. - Conduct Work Item Reviews to ensure MTRs are aligned for execution in accordance with technical guidance.  Also, as an experienced member of the Detachment, the Planner will: - Lead various working groups as assigned. - Support the development of metrics for SURFMEPP processes and products - Use these metrics and other research to provide recommendations for SURFMEPP product improvement initiatives.

This work includes additional responsibilities such as (but not limited to): - Create and manage stand-alone applications in support of various SURFMEPP Divisions. - Perform testing and troubleshooting for stand-alone applications. - Explore and integrate new technologies into the web environment. - Resolve complex IT issues experienced by SURFMEPP personnel. - Assist in enforcing policies, procedures, and access approval.

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).       The NMCI Specialist supports daily operational requirements of computer and network systems. Duties typically involve the installation of hardware and software upgrades, creating network accounts, and resolving more complex IT issues.    This work includes additional responsibilities such as (but not limited to): - Trains staff on software applicable to their positions. - Assists customers with information technology. - Monitors system configuration (hardware and software) and provides instruction on computers and applications. - Supports the “Tech Refresh” process, developing and placing orders and coordinating with CIO, DCTR, and ACTRs. - Monitors NMCI performance and service levels. - Provides support for use of SURFMEPP conference rooms and IT equipment including troubleshooting. - Supports new employees in ensuring all equipment is assigned and functional. - Works to ensure compliance with all IA requirements.

Additional responsibilities include (but are not limited to): - Support all aspects of division and department communications, ensuring alignment of messaging. - Interact with senior government staff members. - Create charts and graphs to support briefings and reports. - Utilize Microsoft Office Suite applications to analyze and display information in a comprehensive manner that facilitates decision making.

Surface Maintenance and Engineering Planning Program (SURFMEPP) provides centralized surface ship life cycle maintenance engineering, and class maintenance planning and management.  SURFMEPP’s primary mission is to maintain and modernize in-service ships throughout the ship’s expected service life focusing on a complete, well-engineered, and continuously improving Class Maintenance Plan (CMP).     SURFMEPP’s Maintenance Planning Subject Matter Expert (SME) utilizes Navy maintenance databases (e.g., NMD, 3M, SMDII) to conduct complex analyses and independently develops process improvement recommendations, analytical displays, and metrics to support planning, maintenance and SDAE contract oversight at SURFMEPP. The SME communicates findings and recommendations professionally and effectively to SURFMEPP and Surface Maintenance leadership, ensuring alignment of messaging with other community efforts.  Additional responsibilities include (but are not limited to): - Interacting with senior level staff members - Drafting charts and graphs to support briefings or reports - Utilizing Microsoft Office Suite for analyzing and displaying information in a comprehensive manner that facilitates decision making
