Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is looking to hire a Project Control Analyst who will work directly with NSWCPD Project Managers and other Project Control team members.   The Project Control Analyst responsibilities and duties include but are not limited to: - Support the management of contract financial performance and completion of related customer deliverables. - Develop and update budgets, generate actuals vs budget reporting, and analyze variances. - Process contract award/modification actions, including new project setup and employee project charging authorization requests. - Review customer invoices, prepare monthly status reports, compile financial forecasts (labor and ODC). - Review and approve travel Expense Authorizations. - Coordination of subcontractor performance to include managing funding requirements, tracking funding status, review of bi-monthly invoices, preparation of purchase requisitions, monthly status reports and performance evaluation. - Review and prepare responses to financial related data calls. - Maintain funding documents and well as track funding metrics. - Develop detailed cost estimates (labor and ODC) as required throughout the contract and prior to each contract award term. - Collaborate with Project Managers and other internal customers.

As an ARPA-H (Advanced Research Projects Agency for Health) Project Manager for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions team, where you will support the Program Manager and will be the single point of contact to manage all programmatic matters of the IDIQ assigned order(s). Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.   This is an opportunity for someone with extensive ARPA experience to lead and work with an exceptionally talented and high-performing team on challenging and cutting-edge projects. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).   Responsibilities include: - Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks, including: - Providing Noblis-internal leadership, including: - Assisting with the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions. - Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans. - Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps. - Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program. - Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership. - Assisting with planning technology transitions to the respective operational customer. - Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials. - Providing Noblis-internal leadership, including: - Possible line management responsibilities. - Providing professional development and mentorship for teammates. Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team. Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) objectives to design, build, deliver and maintain ships, submarines, and systems reliably, on-time and on-cost for the Navy.   We are looking to hire a Program Manager to lead scientific, engineering, technical, and analytical (SETA) support to NAVSEA 04X and the Naval Shipyards.      The successful candidate will be a Program Manager at US Navy Shipyards in support of NAVSEA Directorate SEA 04X (Industrial Operations).  The Program Manager will manage a large team to aid the Navy in the oversight, management, policy, and guidance for environment, safety, and health programs at the Naval Shipyards.  Specific tasks will include the management of a large project with the following objectives: - Leading process and performance improvement initiatives organizational consulting/facilitation services necessary to tie business process and performance to execution of Naval Maintenance availabilities. - Planning, training, coaching, facilitating lean events, metric development, solution implementation, sustainment, and integration functions or activities as necessary to successfully achieve process/performance improvement objectives - Project team development that supports the planning efforts of maintenance availabilities for approximately 60 events/year - Workforce and Team Development in support of the NAVSEA maintenance enterprise - Deck Plate Coaching/Development during industrial operational maintenance periods - Facilitate, develop/revise strategic plans for environment, safety, and health program management within the shipyards   As a Noblis Manager the successful candidate, while being responsible for the day-to-day tactical duties for a technical project, will also be responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and this Navy customer.  Additional responsibilities shall include schedule and budget adherence.  Additionally, the Manager provides the coordination between resource managers/supervisors and ensures all necessary Noblis reviews and approvals are received and may conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs. Other typical duties in support of the Noblis mission will include budget analysis, labor planning, coordination of activities, and monitoring project completion from initiation through delivery to meet revenue and cost projections. There may also be opportunity where the Manager will be expected to oversee the execution and completion of technology solutions projects.

Overview   The Corporate Quality and Auditing Lead is responsible for managing Noblis quality and compliance requirements. This includes maintaining the company's existing certifications and credentials from the International Organization of Standardization (ISO) and Capability Maturity Model Integration (CMMI) for Development.  This role will also coordinate and manage the corporate compliance policies.  The current list of standards include: - ISO9001:2015 - ISO 20000-1:2018 - ISO 27001:2022 - CMMI (v3.0) - Level 3   Specific Responsibilities:   Quality Management - Owns organizational responsibility for satisfying all quality-related requirements and ensuring successful maintenance of quality certifications. - Works directly with senior leaders throughout Noblis to establish quality objectives and plans. - Leads or supports all quality-related initiatives throughout Noblis, as appropriate. - Responsible for the oversight of the integrated QMS (Quality Management System). - Administer the Process Asset Library by maintaining the configuration of controlled quality documentation. - Attend supporting meetings and evaluate business processes' adherence to the QMS and collect necessary evidence. - Develop, implement, and communicate quality standards, processes, and procedures to ensure ISO 9001, CMMC and CMMI compliance in conjunction with corporate quality objectives. - Lead and perform analysis of quality metrics and analytics outputs to identify key issues, trends, and potential root causes that point to improvement opportunities. - Analyze data, prepare reports, and make recommendations to the Senior Management team about process/improvements, process controls, data analysis, continuous improvement, corrective actions, and other topics as requested. - Demonstrate track record in monitoring KPIs, staying abreast of industry trends, and leading projects to enhance policy management infrastructure and drive operational effectiveness. - Make recommendations, plans, and suggestions that promote continuous improvement throughout the organization.  Optimize policy creation, review, and dissemination processes for efficiency and compliance, utilizing policy management software and systems. Auditing Support: - Perform and coordinate internal program audits as required by ISO certifications. - Prepare and train program team members on the processes and requirements for the internal and external audits. - Coordinate the schedules for Noblis program team members who will support the internal and external audits. - Schedule, respond, and coordinate external annual audits with registrars, appraisers, and regulatory agencies. - Track, respond and facilitate the resolution and closure of any corrective action requests, including internal and customer-driven corrective actions. - Ensure and track the annual reviews of policies that are conducted by each program team/owning area.

Noblis MSD is seeking an experienced Controls Engineer to support a U.S. Navy program, working both independently and within a team of engineers on complex Naval engineering projects.
