Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is looking to hire a Project Control Analyst who will work directly with NSWCPD Project Managers and other Project Control team members.   The Project Control Analyst responsibilities and duties include but are not limited to: - Support the management of contract financial performance and completion of related customer deliverables. - Develop and update budgets, generate actuals vs budget reporting, and analyze variances. - Process contract award/modification actions, including new project setup and employee project charging authorization requests. - Review customer invoices, prepare monthly status reports, compile financial forecasts (labor and ODC). - Review and approve travel Expense Authorizations. - Coordination of subcontractor performance to include managing funding requirements, tracking funding status, review of bi-monthly invoices, preparation of purchase requisitions, monthly status reports and performance evaluation. - Review and prepare responses to financial related data calls. - Maintain funding documents and well as track funding metrics. - Develop detailed cost estimates (labor and ODC) as required throughout the contract and prior to each contract award term. - Collaborate with Project Managers and other internal customers.

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) objectives to design, build, deliver and maintain ships, submarines, and systems reliably, on-time and on-cost for the Navy.   We are looking to hire a Program Manager to lead scientific, engineering, technical, and analytical (SETA) support to NAVSEA 04X and the Naval Shipyards.      The successful candidate will be a Program Manager at US Navy Shipyards in support of NAVSEA Directorate SEA 04X (Industrial Operations).  The Program Manager will manage a large team to aid the Navy in the oversight, management, policy, and guidance for environment, safety, and health programs at the Naval Shipyards.  Specific tasks will include the management of a large project with the following objectives: - Leading process and performance improvement initiatives organizational consulting/facilitation services necessary to tie business process and performance to execution of Naval Maintenance availabilities. - Planning, training, coaching, facilitating lean events, metric development, solution implementation, sustainment, and integration functions or activities as necessary to successfully achieve process/performance improvement objectives - Project team development that supports the planning efforts of maintenance availabilities for approximately 60 events/year - Workforce and Team Development in support of the NAVSEA maintenance enterprise - Deck Plate Coaching/Development during industrial operational maintenance periods - Facilitate, develop/revise strategic plans for environment, safety, and health program management within the shipyards   As a Noblis Manager the successful candidate, while being responsible for the day-to-day tactical duties for a technical project, will also be responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and this Navy customer.  Additional responsibilities shall include schedule and budget adherence.  Additionally, the Manager provides the coordination between resource managers/supervisors and ensures all necessary Noblis reviews and approvals are received and may conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs. Other typical duties in support of the Noblis mission will include budget analysis, labor planning, coordination of activities, and monitoring project completion from initiation through delivery to meet revenue and cost projections. Overview   The Corporate Quality and Auditing Lead is responsible for managing Noblis quality and compliance requirements.
