Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).   Key Job Responsibilities: - Provide preparation and analysis of budget and financial data and preparation of pertinent briefing materials, analysis and entry of financial data into automated systems, preparation of business resources and financial reports, business and programmatic support, and documentation of financial processes/systems.  - Provide verification and assessment of budget and financial data, evaluation of compliance with applicable policies and procedures, support for independent business and financial analysis and reviews and operational auditing support. - Develop and maintain financial spreadsheets and databases, including budgets and spend plans. - Monitor and track funding, obligations and schedules; utilize financial databases and reports; provide financial analysis and presentations; support cost proposals and document financial processes. This includes monthly collection and analysis of technical and cost reports from funded contracts. - Consult client on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances.  - Gather and consolidate project related financial data from multiple HHS systems. - Interact with and maintain rapport with other HHS entities, including budget and acquisition divisions. - Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government. - Advise, develop, and review procurement request (PR), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements. NOBLIS MSD has an opening in Norfolk, VA for a non-nuclear surface ship subject matter expert, as an Availability Work Package Manager. The AWPM will provide analysis and recommendations and support to Fleet Maintenance & Industrial Management, Systems Engineering, and Quality Assurance (QA)/Quality Control (QC) initiatives.  The position requires the employee to plan non-nuclear, US Navy Maintenance and Modernization Availabilities with regard to schedule, cost, content and technical considerations, assess and report risks to availability schedule and cost; and provide expert advice to Senior Navy Leadership at the Type Commander level for pragmatic decision making.   In this role, the Availability Work Package Manager will: - Apply technical expertise, practical engineering judgment, and business acumen to the research, development, and design of life cycle maintenance & modernization for non-nuclear surface ships - Provide analysis and recommendation to provide direct support for Fleet Maintenance & Industrial Management, Systems Engineering and QA/QC initiatives - Monitor the progress of Mandatory Technical Requirements (MTRs) upon AWP turnover from SURFMEPP. - Support depot level availability duration studies to ensure that corrective maintenance and life cycle maintenance impacts are understood. - Provide analyses and reports to maintenance and modernization stakeholders. - Plan and participate in meetings and events to include: TYCOM depot level availability planning conferences, Life Cycle Planning Conferences, Mid-Cycle reviews, AWP turnover meetings, Integrated Project Team Development (IPTD) meetings, AWP close-out meetings, Surface Team One Knowledge Sharing Network forums, milestone meetings for advanced planning, and CNO availability work planning meetings including A-410 meetings and events. - Provide an After Action Report (AAR) for each event.  - Research, create and brief programmatic and technical white papers addressing top attention items up to the Flag/SES level - Assist in Risk Management (RSKM) and program reviews, IPTs, working groups for naval programs. - A working knowledge of current Fleet maintenance procedures associated with published Navy directives, including the Joint Fleet Maintenance Manual (JFMM)

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking an System Engineer that is currently familiar with NSWCPDs System Engineering Process Manual and the policy for the conduct of engineering at NSWCPD. You will provide engineering and technical oversite of engineering work currently in progress at Philadelphia Navy Yard The System Engineer is a full time position, and will consist of a combination of remote work, and onsite work.  The position will facilitate lifecycle management of hardware and software alterations for the Electronic Charting Display and Information System (ECDIS) and Navigation Critical Distribution System (NCDS).     - - Oversee and conduct system engineering requirements for associated Ship Change Doucments - Conduct hardware and software configuration management as part of systme lifecycle management - Facilitate POA&M schedule in collaboration with customers and sponsors. - Support system development, test and integration, and implementation - Work in an Agile environment  New contract, good long term opportunity.

Noblis MSD is seeking a Systems Engineer to support a U.S. Navy program. Within this role, youwill be part of an in-service engineering and software development team, which is an evolving Agile-based release and deployment environment. The team develops software and supports aMachinery Control System (MCS) software suite and network whose application is a U.S. Navywarship. The duties and responsibilities of the candidate will include the following: 1. Grow within the role to become a subject matter expert in marine Machinery Control Systems(MCS) that interface with various other propulsion, electrical, auxiliary systems and equipment. 2. Expected to work with a team of engineers and technicians to complete deliverable applications and coordinate with government sites and ship platforms. This position is for a machinery controls system engineer.  The main function of the candidate will be to provide lifecycle support of fielded and future Machinery Control Systems (MCS) on the USS ARLEIGH BURKE class of destroyer.  This includes shipboard support as well as Land Based Engineering Site (LBES) support.  The USS ARLEIGH BURKE MCS is comprised of several variants spanning various technologies. The newest technology variant focuses on industry standard commercial off the shelf (COTS) equipment inclusive of ruggedized computers and programmable logic controller (PLC) systems.   PRINCIPAL DUTIES/RESPONSIBILITIES: - Lifecycle support of the supervisory machinery control system which includes, but is not limited to: - Provide design support for integration of equipment in an industrial/shipboard environment - Provide technical input to the design of future MCS systems - Develop, derive, and refine system and software requirements for future fielded systems - Troubleshooting complex problems of future fielded systems (PLC based control systems) both at LBES and shipboard - Review of technical documentation related to future fielded systems - Provide test support at LBES - Provide shipboard SW & HW installation support at LBES - Develop test procedures to exercise requirements of future fielded systems
