Responsibilities

Noblis has an opportunity for an Acquisition Specialist. Our customer, the Federal Aviation Administration (FAA) Voice Switch and Recording Program Office oversees seven different programs related to the FAA’s National Airspace System (NAS) voice switching and recording capabilities for Air Traffic Control. These programs range from the maintainence of Legacy voice equipment currently fielded across the United States to design of new systems and procurement of modern equipment and capabilities. The Acquisition Specialist will be focused on supporting the FAA in modernizing existing air traffic control voice communications capabilities of the National Airspace System (NAS).

The Acquisition Specialist will interact with a team comprised of Noblis, Subcontractor, Industry/Vendor and FAA staff.  

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
· Participate on proposals

Qualifications

The candidate must possess a bachelor’s degree, plus 6 to 10 years of relevant experience.

The candidate must possess knowledge, skills, and experience specifically in the following areas related to the FAA’s Acquisition Management System (AMS) for Facilities and Equipment (F&E) funded Capital Asset programs:

  • Familiarity with the entire Acquisition Management System (AMS) lifecycle
  • Experience on a program that has been through most of its AMS lifecycle
  • Developing and documenting acquisition strategies based on FAA AMS procurement policy and guidance
  • Developing Screening Information Request (SIR) packages based on FAA AMS acquisition and policy guidelines

Soliciting and managing input from Subject Matter Experts (SMEs) in development of SIR packages

 

 

The candidate should possess the following knowledge, skills, and abilities:

  • Knowledge of the Federal Aviation Administration and the National Airspace System (AMS). Knowledge of the Joint Resources Council (JRC) is a plus.
  • Expert knowledge and experience creating business and acquisition solutions for establishing large scale FAA F&E system and service contracts
  • Working knowledge of the FAA Acquisition System Toolset (FAST), Delphi, and Purchase Request Information System (PRISM
  • Developing Acquisition Plans/Strategies, Performance Work Statements, Requests for Comments, SIRs, Quality Assurance Surveillance Plans (QASP), Award Fee Plans, Contract Data Requirement Lists (CDRLs)/Data Item Descriptions (DIDs), Contract Sections, Source Selection Evaluation Plans, and support the source selection technical evaluation process through contract award.
  • Developing project documentation including the Communication Plan, Risk Management Plan, Project Schedule, and Program Implementation Plan
  • Expert knowledge developing Section M (Evaluation Criteria), Section L (Proposal Preparation Instructions), and proposal Evaluation Plans for Federal Acquisition Programs
  • Evaluating proposals, supporting source selection board activities, contract awards execution, and contract administration activities for NAS voice communications
