Noblis ESI is seeking multiple IT System Engineers for their Chantilly location.


  • Oversees system architecture development, system design
  • Generates systems architecture guidance for design engineers
  • Responsible for the system architecture, design, specifying system and subsystem high level and low level requirement
  • Provides systems engineering technical expertise on major system acquisitions and oversees project and program integration
  • Provides guidance on engineering management for implementation, process and technology management strategic planning, and integration
  • Defining, reviewing, updating and maintaining information technology policies and procedures;
  • Developing and maintaining large, highly complex, enterprise database systems using SQL from Microsoft and Oracle;
  • Ability to build, deploy, and maintain robust complex enterprise systems;
  • Experience with implementing scrum for large scale, complex systems;
  • Implementation of a robust set of services and APIs to power web analytic applications;
  • Optimization of applications for maximum speed and scalability;
  • Decomposes high-level requirements into functional and non-functional requirements
  • Write system level documentation

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions




  • Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics
  • 5 years OR Masters Degree and 3 years of experience and minimum of 4 years’ experience working with the DoD and the IC
  • Proficient in one or more of the following: Software Engineering, Development, and Integration; Business Application/Tool Development, Integration, and Maintenance; and Data Analytics, Development, Integration, and Management.
  • Possess strong Systems Engineering discipline in one or more of the following focus areas: Architecture and Requirements Development, Readiness, IV&V, and transition to operations; Risk Management, Configuration Management, Technology Planning and Insertion, and Performance Assessment
  • Track and respond to office tasking, build and present program briefings and update project schedules and calendars
  • Familiarity with project management, scheduling, requirements, and program office functions
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
  • Must be able to demonstrate excellent relationship building and management skills




  • Master’s in Business, Science, Technology, Engineering, or Mathematics
  • Understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures and cloud-based environments
  • Working knowledge in SAFe agile or similar agile processes
  • Working knowledge JIRA and Confluence
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, software frameworks or devops
  • Minimum of 6 years of project management, systems engineering, or architecture experience in industry or DOD/IC community Acquisition Project Management
