Responsibilities

Noblis is positioned to provide senior management support to decision makers within the Department of Defense (DoD). This role provides outreach and communications support in the a Program Management Office (PMO), as part of a multidisciplinary team of high-performance professionals tackling the client's most vexing technical and technological challenges, and developing solutions to counter evolving threats.

 

The responsibilities for this role may include but are not limited to:

  • Develop, implement, and sustain a Strategic Communications, Marketing, and Engagement plan,
  • Provide corporate communications, marketing, and change management consultation support to include communications/marketing strategy development, web page oversight, improvement and documentation of internal governance processes, presentation strategy development, and customer/stakeholder relations.
  • Assist the Government in writing and editing a variety of types of communications using a wide range of media, from print to web to email,
  • Assist in developing innovative ideas to communicate the program's progress,
  • Draft tailored Enterprise-wide messages for internal and external partners, stakeholders and audiences to support organizational cybersecurity efforts,
  • Draft informative point papers, talking points, or other background papers, collaborative communications messages or briefings in support of organizational engagements with internal and external stakeholders and audiences,  
  • Engage and openly exchange program information with key individuals and organizations across the stakeholder spectrum,
  • Assess, develop, and implement methods to improve current communications tools internally

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Qualifications

Required Qualifications:

  • Bachelor's degree in Communications, Business, Marketing, or a field requiring strategic communication and business skills. (In lieu of a Bachelor's degree, an additional four (4) years' experience is required equaling a total of 12 years of experience for each area above.)
  • Minimum 8 years' experience in cybersecurity (e.g. Information Assurance, Information Systems Security, and Computer Network Defense) in the development of National Security Policy and Strategy.
  • Minimum 8 years cumulative experience in four (4) of the following:
    • Strategic communications
    • Marketing
    • Capabilities and requirements analysis
    • Change Management
    • Executive/SES level leadership support
  • Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs.
  • Ability to plan individual efforts and follow through to completion.
  • Ability to multi-task and respond to quick turn-around requests.
  • Competence to function efficiently in a fast-paced, demanding work environment.
  • Flexible and readily adaptable to change.

Desired Qualifications:

  • M.S. or M.A. degree with 10+ years of experience
  • Change Management certification
