    Noblis is seeking a Senior Data Scientist to join our team of professionals.  


    Program Overview: 


    The Joint Polar Satellite Systems (JPSS) Program (www.jpss.noaa.gov) is a NOAA project (under the National Environmental Satellite Data and Information Service [NESDIS]) developing a weather satellite observing system, consisting of three spacecraft, and a ground system capable of managing those spacecrafts.  The ground system includes antenna stations, network and telecom, telemetry and commanding, as well as data processing and distribution.  The ground system developed under the JPSS program is utilized by the NESDIS Office of Satellite Products and Operations (OSPO) to operationally manage the JPSS spacecraft and the generation and distribution of products.


    The Noblis task with JPSS is to provide analysis of the ground segment, as implemented by the program's prime contractor, and assist with developing improvements that either 1) reduce lifecycle cost, 2) enhance usability for the operations team, or 3) increase reliability and sustainability of the ground system.


    Noblis is looking for a Data Scientist who will work collaboratively with the Noblis team to design and implement offline and near real-time analytics capabilities. The capabilities will include visualization of statistics for use in knowledge management portal and dashboards. 


    These capability tools will be used by stakeholders in an operations environment monitoring satellite ground systems.  The purpose of the capabilities will be to provide the client an analysis of satellite operation data and to foster knowledge capture and management.


    In addition, the Data Scientist will assist the Noblis JPSS Program team in the identification, documentation and analysis of requirements for the performance and value of Noblis developed tools.


    The Data Scientist will primarily do the following:


    • Work with a team to meet with stakeholders to gather technical, functional and user interface requirements from user stakeholders such as satellite systems operators and satellite engineers. The requirements will focus on the design of a data analytics section for the broader knowledge management portal.
    • Additionally, the Data Scientist will assist the Noblis team in the design and development of knowledge management tools or services and help populate such tools with information gathered from satellite system developers, team leads, engineers and managers. The knowledge management tools will also serve as an area to capture events, issues and anomalies to help with root cause analysis and anomaly resolution.
    • Work collaboratively with the Noblis team to identify additional needs for improving JPSS operations, including writing and refining requirements, verifying requirements with customer, and proposing improvements or solutions.
    • The Data Scientist will participate in various aspects of the implementation and operations of the analytics capability, including developing applications for analyzing datasets, and designing and developing analytical approaches, including machine learning and modeling.
    • Responsibilities include:

         o Support the design and implementation of data integration across data analytics infrastructures.

         o Identification of analytics approaches, and development of supporting analytical datasets.

         o Conduct data exploration and identify approaches for model development, feature definition, and application of machine learning.

         o Conduct independent analysis to identify new insights into user behavior and anomalies.

         o Development of dashboards and reports to assess data performance and quality control.

         o Assist with the development of project status briefings and dashboards for clients.

         o Interact with client project team members and operational staff.


    The candidate will be embedded with the OSPO operations staff onsite at the NOAA Satellite Operations Facility (NSOF) in Suitland, MD, as well as at the JPSS GreenTec facility in Greenbelt, MD.  The candidate will have access to both JPSS Program government staff and other JPSS prime and support contractor staff to conduct research, interviews and technical interchange meetings to gather needed information for analysis.

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions



    • Bachelor's Degree in a related field (data analytics, software engineering, systems engineering, computer science, mathematics, statistics, or related field).
    • Demonstrated expertise in the design, development, integration, testing, and implementation of small, medium, and/or large-scale data sets.
    • Knowledge of data analytics tools and methods.
    • Knowledge and experience with Python, R, Splunk, or a demonstrated ability to quickly learn new tools and languages.
    • Working knowledge of data processing tools/languages including Perl, PHP, Java, JavaScript, HTML, or CSS.
    • Experience in developing statistical models, and knowledge of machine learning approaches and algorithms.
    • Experience in the design and development, integration, testing, and implementation of analytics infrastructures.
    • Analytic and creative problem-solving abilities.
    • Highly focused, detail-oriented temperament.
    • Ability to work on multiple aspects of a project which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
    • Strong teamwork, communication and interpersonal skills, excellent communication, written, and organizational skills.
    • Experience in the design and development of dashboards and backend interfaces through data portals or APIs.
    • Working knowledge of SDLC methodologies, including documentation standards and configuration management.
    • Ability to work in both a dynamic team-oriented environment and independently, demonstrate initiative, and function productively in a design and development setting where satellite and ground segment issues can result in new assignments, as well as the re-prioritization of existing assignments.
    • Communications and presentation skills.
    • Demonstrated organizational and coordination skills.




    • Previous experience with NOAA or NASA satellite systems.
    • General understanding of weather products produced from Polar and Geostationary satellites.
    • Knowledge of satellite command and telemetry data formats.
    • Knowledge of remote sensing satellite ground systems, products and services.
    • Knowledge or experience with developing cloud native tools or applications within a Government FISMA High system.
    • Experience with configuration management tools and services such as SharePoint, IBM Rational ClearQuest and ClearCase
