  • Responsibilities

    Noblis is positioned to provide a journeyman planner to support CWMD policy and planning as CWMD transitions its efforts to include more threat anticipation and threat identification support to DHS components using information obtained from its distributed sensor network capabilities and other sources and its R&D and acquisition resources. Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and future CWMD research and development, test and evaluation, acquisition, and operation activities.    

     

    If you are interested in this exciting opportunity to advance DHS’s new approach to countering WMD, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD by assisting with the fulfillment of the office’s policy and strategy requirements as DHS’s CWMD focal point as a Journeyman Planner for CWMD. Responsibilities include:

     

    For areas related to WMD, health security, food, agriculture, and veterinary defense and related matters:

     

    • Developing and coordinating steady state and contingency plans for WMD and health related matters for DHS; assisting DHS Components to develop WMD and health related sections of their operational or contingency plans (i.e. Component Annexes to DHS level plans)
    • Coordinating and participating in developing external strategic and implementation plans on behalf of the CWMD Office
    • Supporting PPD Director and CWMD office in DHS Operational Planning Executive Steering Committee
    • Promulgating and coordinating DHS Component and interagency grant policy development
    • Coordinating DHS engagement with National Security Council and other White House organizations
    • Supporting policy review on all CWMD Office ExecSec packages, including packages assigned from DHS ExecSec
    • Coordinating with other Department components, including U.S. Customs and Border Protection, as appropriate, on activities related to food and agriculture security and screening procedures for domestic and imported products.
    • Organizing inter-agency and inter-component meetings to plan and coordinate policy and plans
    • Assist in report development from developing data calls, to drafting report language, to adjudication of comments from inter-agency and inter-component reviews of draft reports; to developing print ready versions, to obtaining printed copies (if necessary)
    • Assist in collecting and reporting on quarterly performance measures. 

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

    Qualifications

    Required Qualifications:

    • Top Secret Clearance
    • Bachelor's Degree
    • Must have 7+ years of experience in performing planning analysis.
    • Must have 5+ years of specialized experience in areas such as WMD contingency planning, WMD operational planning, and long-term planning.
    • Must possess a strong base of experience and knowledge of the skills and tools in planning analysis and support at the federal level or federal-level equivalent.
    • Demonstrated communication skills to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs.
    • Ability to apply operational research and planning analysis processes and technical techniques to provide requested services.
    • Ability to plan individual efforts and follow through to completion.
    • Competent to function efficiently in a fast-paced, demanding work environment. Ability to respond to quick turn-around on deliverable requests.
    • Flexible and readily adaptable to change.
    • Willingness to complete wide variety of tasks: everything from technical to basic tasks.
    • Can obtain DHS suitability.

    Desired Qualifications:

    • TS/SCI
    • Master's degree
    • Current/previous DHS suitability.
    • Previous experience with CBRN/WMD planning analysis.
    • Knowledge of DHS CWMD Office.
    • Demonstrated ability to leverage subject matter expertise and organizational business processes to support the government in efforts to provide DHS components steady state and contingency plans for WMD and health related matters.
    • Experience with interagency and NSC coordination processes.
    • Chem/Bio/Ag focus preferred but not required
