Technology Transition Program Analyst

Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development (R&D) element of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders to protect the homeland. DHS S&T works with DHS components and other sector-specific agencies to increase public and governmental awareness of potential chemical and biological threats, and to strengthen the nation's preparedness and response against these threats.

The Technology Transition Analyst provides technical and programmatic support in the DHS Science and Technology Directorate, as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats.

The responsibilities of the team member may include:

• Developing stakeholder relationships to facilitate technology transition,
• Developing documentation to support technology transition,
• Overseeing, monitoring, and supporting government-sponsored research programs on leading-edge technologies,
• Evaluating the feasibility of technical approaches to problems,
• Recommending capability development strategies,
• Monitoring program progress against transition metrics,
• Developing status reports, PowerPoint briefings, and read-ahead materials,
• Organizing/coordinating meetings, discussions, and seminars,
• Communicating findings to technical and non-technical audiences as needed.

These roles may require travel (limited- 6x/year).

• REQUIRED SKILLS AND KNOWLEDGE:

  • A minimum of a Bachelor's Degree is required, and Master's degree is desired. 
  • A minimum of 10+ years of applicable experience. (Note: 5 years of experience may be offset by having an Master's degree.)
  • Minimum of an Interim SECRET clearance
  • Eligibility to obtain DHS access and Suitability

   

• DESIRED QUALIFICATIONS:

   

  • Experience in technology market research and technology development and deployment strategies.
  • Experience developing documentation for technology development and transition strategies.
  • Experience developing process improvement strategies.
  • Experience providing direct or consultant scientific support to major programs or system development efforts, preferably supporting national security.
  • Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
  • Experience providing consistent and clear communication with program managers and leadership.
  • Experience providing strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.
  • Experience supporting technology transition from research and development to operational use.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Candidates with a Secret (Top Secret/SCI) clearance and DHS Suitability are strongly preferred.
