  • Responsibilities

    Noblis is positioned to provide journeyman-level intelligence analysis and support to decision makers in the CWMD office as CWMD transitions its efforts to include more threat anticipation and threat identification support to DHS components using information obtained from its distributed sensor network capabilities and other sources and its R&D and acquisition resources. Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and future CWMD research and development, test and evaluation, acquisition, and operation activities.    


    If you are interested in this exciting opportunity to advance DHS’s new approach to countering WMD, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD by assisting with the fulfillment of the office’ policy and strategy requirements as DHS’s CWMD focal point as a Journeyman Intelligence Analyst for CWMD. Responsibilities include:


    • Advise and assist in drafting, coordinating, presenting, and disseminating CWMD intelligence reporting requirements.
    • Review open source info and classified intelligence (regional or function focused) and build intelligence products.
    • Deliver intelligence briefings and respond in detail to key CWMD staff.
    • Manage requests for information.
    • Analyze processes that support planning while prioritizing intelligence on a daily basis.
    • Evaluate processes to support advanced analytics and requirements development for open source information and classified intelligence.
    • Exchange data and information with military and other federal organizations such as the Office of the Secretary of Defense, Department of Energy, Federal Bureau of Investigation, etc.).

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions


    Required Qualifications:

    • Current TS/SCI clearance with the ability to obtain DHS Suitability
    • B.A./M.A/M.S. degree 
    • Must have 3-10 years’ experience in intelligence analysis.
    • Must possess a strong base of experience and knowledge of the skills and tools in intelligence systems and have relevant experience in national, command, or law enforcement intelligence.
    • Ability to serve as production or overall author for individual reports and projects.
    • Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs.
    • Ability to plan individual efforts and follow through to completion.
    • Execute WMD threat analysis to produce products (papers, presentations and reports) to inform senior DHS leadership, DHS Components and other federal, state and local homeland security customers for the purposes of: identifying and understanding WMD Homeland threats.
    • Competent to function efficiently in a fast-paced, demanding work environment. Ability to respond to quick turn-around IC requests.
    • Flexible and readily adaptable to change.
    • Demonstrated experience in supporting customer efforts developing and fostering relationships with DHS and other USG/Intelligence Community partners at the analyst level.
    • Willingness to complete wide variety of tasks especially during an event; everything from very technical to some basis tasks.


    Desired Qualifications:


    • Previous experience with CBRN/WMD-related intelligence preferred.
    • Executive level Intelligence Briefing experience
    • Knowledge of DHS CWMD Office.
