    Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) and Homeland Defense in the Science and Technology (S&T) Directorate.  The DHS S&T Directorate is the primary research and development arm of the DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders to protect the homeland.  Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise.


    Key Responsibilities:

    • Provide key assistance to the Cyber Research & Development Portfolio Manager across diverse cyber Research and Development activities, focusing on cyber products that will augment the US Government's domestic cybersecurity capabilities.
    • Apply technical expertise to analyze technical data and briefings, document important observations/recommendations, and assist the decision process for investing in technologies within the Portfolio's budget.
    • Provide cyber subject matter expertise to the Government client and keep careful records at meetings, conferences, and formal reviews.
    • Contribute to technical artifacts necessary to effective portfolio management, e.g. tracking of risks, documentation of milestones and key events, drafting Statements of Work, developing test and evaluation plans, maintaining holistic Portfolio schedules, and providing recommendations for fiscal prioritization of technical work.
    • Identify and suggest improved cyber portfolio management procedures.
    • Assess and communicate return on investment from monthly technical and cost reports from all funded contracts under the Portfolio
    • Provide professional/technical services as needed in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government, including grants and cooperative agreements.

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions



    Required Qualifications:

    • SECRET security clearance
    • B.S. or B.A. degree in a scientific or engineering discipline relevant to cybersecurity
    • A minimum of 7+ years of experience demonstrating delivery of expertise on cybersecurity
    • Demonstrable professional expertise in cybersecurity (e.g., publications, patents or other intellectual property, awards, contributions to products, operational results, etc.)
    • Advanced proficiency with Microsoft Office
    • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion
    • Flexibility and adaptability to work in a fast-paced environment
    • Documented communication skills (oral and written) including the production of polished documents
    • Ability to obtain DHS Suitability
    • History of seeking and asusming higher levels of responsibility, managing time across more than one initiative, and applying sound judgment.
    • Excellent relationship building and client management skills.


    Desired Qualifications:

    • M.A., M.S., or Ph.D. degree (or equivalent) in a scientific or engineering discipline relevant to cybersecurity
    • Relevant professional cyber security certifications
    • TOP SECRET security clearance
    • Certification equivalent to Agile Certified Scrum Master and/or Project Management Professional
    • Support to Department of Homeland Security initiatives
    • Participation in recent research and development efforts
    • Experience developing and capturing new business
