  • Responsibilities

    Technology and threats evolve rapidly in today’s ever-changing environment. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) monitors those threats and capitalizes on technological advancements at a rapid pace, developing solutions and bridging capability gaps at a pace that mirrors the speed of life. S&T’s mission is to deliver effective and innovative insight, methods and solutions for the critical needs of the Homeland Security Enterprise. S&T conducts basic and applied research, development, demonstration, testing and evaluation activities relevant to DHS.

     

    Noblis is seeking a Project Management Trainer with experience in training to assist program and project managers with writing and editing of program and project management documents for research and development. Responsibilities include:

    • Instructing Project Managers in fundamentals of program plan creation, program risk management, project transition, records management, and reporting. 
    • Provide Project Managment advisory services on both a team teaching environment and for one-on-one instruction as needed.
    • Support the creation and implementation of a program management working group and a Project Managment community of practice. As part of a Noblis team, candidates will work closely with government clients and team members to help develop content and provide advanced knowledge of program and project management best practices.
    • Support the development and maintenance of effective program management plans, processes, repositories and systems.
    • Prepare lesson plans on program management and tracks professional development progress.
    • Instruct Project Managers how to organize, maintain, track, and file documentation in electronic formats and perform configuration management regarding deliverables
    • Evaluate documentation, specifications, reports, and presentations.
    • Develop databases that extracts and interprets data from the repositories.

     

    Client Engagement

    • Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
    · Participate on proposals

    Qualifications

    Minimum Qualifications: 

    • Bachelor's degree and minimum 5 years of relevant experience or Master’s and 3 years of relevant experience. Experience should include 1 year experience in training or teaching, and/or the creation of training plans.
    • Strong writing and editing skills and attention to detail.
    • Excellent communication and collaboration skills. Analytical problem solving abilities.
    • Ability to develop graphics, flowcharts and diagrams highly desirable.
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
    • Ability to determine the clearest and most logical way to present information and instructions for greatest reader comprehension
    • Ability to convey and instruct S&T staff and contractors on best practices for form and style, so they can instruct others
    • Highly proficient with use of Microsoft Office 2007 (or later) suite of products: Excel, Word, and PowerPoint.
    • Familiarity with Microsoft SharePoint is helpful.
    • SECRET clearance
    • Eligibility to obtain DHS access and Suitability

    Desired qualifications: 

    • Knowledge of one or more relevant technical subject areas within project management, such as drafting management plans, risk mitigation, transition documents, test documents, standard operating procedures, or policy documents.
    • Knowledge of Federal document management and records management procedures, including file plans and records retention.
    • Knowledge of Federal procurement and contract management activities is a plus.
    • Ability to support meetings and inter-team communication among multiple stakeholder groups.
    • Ability to work closely and collaboratively with Noblis and customer team leaders and members.
    • Certification from PMI: PMP, PfMP, PgMP, or PMI-ACP
    • Experience with Agile development methodologies, such as Scrum, Kanban, sprint planning, and the use of JIRA, and Agile ScrumMaster/Project Owner certification
