    Technology and threats evolve rapidly in today’s ever-changing environment. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) monitors those threats and capitalizes on technological advancements at a rapid pace, developing solutions and bridging capability gaps at a pace that mirrors the speed of life. S&T’s mission is to deliver effective and innovative insight, methods and solutions for the critical needs of the Homeland Security Enterprise. S&T conducts basic and applied research, development, demonstration, testing and evaluation activities relevant to DHS.

     

    Noblis is seeking a Technical Writer to assist with the writing and editing of program and project management documents for research and development. For this opportunity, we are supporting the government by providing tools, templates, and materials to facilitate their fulfillment. Responsibilities include technical writing; editing, and conducting research. As part of a Noblis team, candidates will work closely with government clients and team members to help develop content and provide advanced knowledge of English composition, grammar and structure to improve program and project documents.

    Key to this position is the design and development of data visualizations to accompany text, dashboards, and presentations. Example deliverables include documents, handbooks, templates, web graphics, flow charts, organizational diagrams, process diagrams, and PowerPoint presentations. Apply basic writing and editing skills to review and edit team content, with attention to detail and an eye for enforcement of editorial standards (font, content, flow).

     

    The Technical Writer will

    • Prepare technical documentation from notes and rough narratives from technical and non-technical staff members.
    • Write and/or edit templates for program and project planning, charters, risk management and response, transition management, change control, guidelines, special reports, and other project deliverables. 
    • Develop graphics and illustrations to elaborate on or complement technical writing.
    • Create and refine document and presentation styles so as to reflect a level of professionalism.
    • Consult relevant information sources, including technical subject matter experts, technical documents, client and project personnel, to obtain background information and compose or review technical project documentation.

     

    Client Engagement

    • Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

    Qualifications

    Minimum Qualifications: 

     

    • Bachelor's Degree and minimum of 1 year of relevant experience. Relevant experience includes knowledge of program and project management, acquisition, or other Federal policy and deliverable documentation
    • Strong writing and editing skills.
    • Attention to detail.
    • Excellent communication and collaboration skills.
    • Analytical problem solving abilities.
    • Ability to develop graphics, flowcharts and diagrams highly desirable.
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
    • Ability to determine the clearest and most logical way to present information and instructions for greatest reader comprehension
    • Ability to convey and instruct the team on best practices for form and style, so they can instruct others
    • Highly proficient with use of Microsoft Office 2007 (or later) suite of products: Excel, Word, and PowerPoint.
    • Familiarity with Microsoft SharePoint is helpful
    • SECRET clearance
    • Eligibility to obtain DHS access and Suitability

     

    Desired qualifications: 

     

    • Knowledge of one or more relevant technical subject areas within project management, such as drafting management plans, risk mitigation, transition documents, test documents, standard operating procedures, or policy documents is desired.
    • Knowledge of desktop publishing software.
    • Knowledge of Federal document management and records management procedures, including file plans and records retention.
    • Knowledge of Federal procurement and contract management activities is a plus.
    • Ability to support meetings and inter-team communication among multiple stakeholder groups.
    • Ability to work closely and collaboratively with Noblis and customer team leaders and members.
