    Technology and threats evolve rapidly in today’s ever-changing environment. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) monitors those threats and capitalizes on technological advancements at a rapid pace, developing solutions and bridging capability gaps at a pace that mirrors the speed of life. S&T’s mission is to deliver effective and innovative insight, methods and solutions for the critical needs of the Homeland Security Enterprise. S&T conducts basic and applied research, development, demonstration, testing and evaluation activities relevant to DHS.


    Noblis is seeking a Budget Analyst to provide program management and financial support in the DHS Science and Technology Directorate as part of a multidisciplinary team of high-performance professionals in the program office, supporting critical missions providing program support, technical and scientific advisory services, financial analysis, and data analytics support.

    The analyst shall:

    • Analyze acquisition and developmental financial information flows 
    • Design and operate financial tools and models; work with approved DHS S&T financial systems; and reports results to improve the overall operational and financial effectiveness for the program/project
    • Analyze and interpret financial data to determine cost benefits, performance, trends and for forecast financial probability.
    • Record, classify, and summarize financial transactions and events in accordance with generally accepted accounting principles, and applicable laws and regulations.
    • Assist in the development and maintenance of spend plans; and guard against, identify and report irregularities in budget executions.
    • Work with the leaders of the S&T Directorate to help build the infrastructure for continuous process improvement within the S&T Directorate.
    • Work with the Office of Mission and Capability Support to plan for, pilot, and help build master schedules within S&T.


    Client Engagement

    • Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
    · Participate on proposals


    Minimum Qualifications: 

    • BA/BS + 5 years of relevant experience as as a program analyst, budget analyst or business analyst, or Master’s + 3 years of relevant experience. Relevant experience includes business administration, computer science, mathematics, operations research or program and project management.
    • Knowledge of processes, methods, and techniques utilized to analyze and evaluate business cases including:
      • Operational and business shortfalls
      • Trade space and alternatives
      • Outcomes and benefits realization
      • Risks to achieving desired outcomes
      • Acquisition and deployment cost and schedule
    • Exceptional analytical, writing, and communication skills.
    • Strong attention to detail, well organized and ability to self-prioritize multiple ctivities is required.
    • Proficiency in developing and presenting, both verbally and in writing, technical information and presentations to non-technical audiences
    • Experience in using scheduling software tools to plan and track progress of multiple programs and/ or projects.
    • Experience and proficiency working with MS Office (Word, Excel and PowerPoint) and collaboration sites (MS SharePoint)
    • SECRET Clearance with ability to be cleared through DHS Suitability required

    Desired qualifications: 


    • Current TOP SECRET clearance, especially with SCI access
    • Current DHS access and Suitability
    • Experience in integrating two or more Microsoft Project schedules (or equivalents) into a master schedule to plan and track progress, calculate critical path, and report on performance and earned value.
    • Experience in integrating Microsoft data (Excel, Project, etc) in business intelligence tools.
    • Specific experience in using Microsoft Project or similar tools to perform schedule analysis, calculate schedule variance and use various techniques (CPM,PERT) to integrate and maintain a master schedule.
