  • Responsibilities

    The GOES-R Ground Segment Project (GSP) is a joint NOAA/NASA mission to develop, sustain and maintain the satellite ground system for NOAA's flagship geostationary weather satellites.  The system is currently developed and deployed, operating two satellites, with an additional two still to be launched. 

     

    The next big challenge for the GSP will be to oversee the technical refresh of this Ground System to replace IBM blade servers with different 1U x86 servers while making small architectural improvements to ease future maintenance, sustainment and operations.

     

    The Systems Engineering and Test Engineering (SET) Deputy will

    • Supporting the Systems Engineering Lead in all aspects of coordinating the systems engineering team. 
    • Ensures that all proposed changes are adequately documented and reviewed before bringing to the official Engineering Change Review Board (ECRB).  When delegated by the SET Lead, the SET Deputy acts as the chairman of the ECRB, promoting then to the Configuration Control Board (CCB).
    • Support the Contracting Officer (CO) and the Contracting Officer’s Representatives (COR) in providing technical review and assessments.  This includes reviewing contractor proposals and generating Technical Assessment Reports (TAR) to assist the CO/COR with contract negotiations.
    • May be responsible for preparing technical specifications and statements of work for new work assigned to GSP for execution. 
    • Support the Sustainment team in reviewing and assessing potential obsolescence items for impacts and potential implementation paths. 
    • Reviewing Subject Matter Expert (SME) requests for necessity and reasonableness of estimation.
    • Work with Project Control to generate and assess cost estimates for defined and potential work. 
    • Support the Systems Engineering and Test Lead in ensuring that the overall Ground System, including any architectural changes proposed by the contractor, continues to comply with baselined requirements and directed compliance documents, including all applicable systems engineering processes and standards.
    • This role may require occasional travel to the contractor facility in Melbourne, FL, as well as operational sites such as WCDAS in Wallops, VA, and the CBU in Fairmont, WV. 
    • This role may also be required to support Government-led testing.

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

    Qualifications

    • A minimum of a Bachelor's Degree in a related field (meteorology, systems engineering, software engineering, computer science, weather science).
    • Familiarity with real-time satellite data processing and distribution systems.
    • Knowledge of real-time satellite command and control, data processing, data analysis and distribution systems.
    • Experience with gathering, vetting and writing technical requirements.
    • Experience with configuration management processes and procedures.
    • Familiarity with NASA standards on gate reviews.
    • Experience in multiple facets of Systems Engineering such as Configuration Management, Risk Management, Requirements Management, Verification & Validation, Systems Integration, Process Definition and/or Specialty Engineering (such as Reliability Modeling).
    • Experience reviewing or writing contract Statements of Work (SOW).
    • Excellent communications and presentation skills.
    • Demonstrated organizational and coordination skills.

    Desired qualifications: 

    • Experience working directly with the NASA Systems engineering lifecycle is desired; however, knowledge of NASA processes, combined with experience on other models such as DoD, are sufficient.
    • Experience with operational NOAA weather satellites
