    Lead ITS Engineer / Planner

     

    Noblis is seeking a Lead Intelligent Transportation Systems (ITS) Engineer / Planner to join our Surface Transportation Team. This is an opportunity for someone with background and experience in transportation to support the United States Department of Transportation’s (USDOT’s) ITS Program. The USDOT’s ITS program focuses on intelligent vehicles, intelligent infrastructure and the creation of an intelligent transportation system through integration with and between these two components. The Federal ITS program supports the overall advancement of ITS through investments in major research initiatives, exploratory studies and a deployment support program including technology transfer and training.

     

    Noblis provides technical and programmatic support to the USDOT ITS Joint Program Office (JPO) in planning and conducting research activities, coordinating technology deployment programs, and seeking innovative solutions to transform the increasingly connected and automated world of surface transportation systems.

    As a member of this dynamic team, you will participate in the following activities:

    • Conducting project management activities in support of the task award
    • Providing strategic planning and programmatic support for large federal programs
    • Authoring synthesis documents on emerging transportation management concepts, such as connected vehicles, automated vehicles, shared-use mobility solutions, integrated corridor management (ICM), and other emerging technologies
    • Facilitating meetings with a diverse group of transportation stakeholders
    • Writing research, economic analysis, and program evaluation white papers and presentations
    • Supporting communications and outreach activities for federal programs
    • Performing verification and validation of contract deliverables for specific projects including systems engineering and performance measurement & evaluation materials
    • Developing, administering, analyzing and visualizing transportation data
    • Developing statements of work and Government cost estimates for innovative research programs
    • Participating in business development activities and leading or supporting technical proposal writing efforts

    Occasional domestic and international travel may be required.     

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions.

    Qualifications

    • BS/BA required; Master’s Degree or PhD preferred. Degree(s) in at least one of the following: Civil Engineering, Transportation Engineering/Planning, Urban Planning, Economics, or a related field
    • A minimum of 5 years of experience in transportation and/or transit systems including ITS operations and deployment experience
    • Experience working with state and local transportation agencies
    • Experience in developing performance measures for and evaluating transportation systems
    • Experience developing user Concept of Operations (ConOps), system requirements documents, and performing independent verification and validation of contractor’s documents
    • Understanding of systems engineering principles as applied to ITS projects
    • Experience in managing programs/projects
    • Familiar with proposal development or responding to government procurements
    • Strong analytical ability
    • Excellent oral and written communication skills
    • Strong professional, interpersonal, and organizational skills
    • Ability to lead multiple assignments, communicate effectively with clients, managers and colleagues, and act as a reliable member of our team

    An understanding of, and familiarity with, the following is a plus:

    • Experience in connected and automated vehicles, shared use transportation or other emerging technologies
    • Experience applying agile practices
    • Experience with implementation or utilization of open data standards and/or open source software for transportation systems
    • Experience with data analysis and visualization tools
    • Experience with analysis, modeling and simulation tools/methods

    Candidate demonstrates the following:

    • Writes a variety of technical documents and prepares and presents briefings
    • Works independently to determine approach to and technical objectives of work assignments
    • Leads teams of 2-5 staff members in performing technical analysis, independent verification and validation, and training and outreach on ITS topics
    • Ensures client objectives for quality, schedule, and budget are met or exceeded through direct and creative approaches
    • Interacts with client representatives on significant technical and project matters
    • Identifies and develops solutions to program problems/challenges
