  • Responsibilities

    Noblis is positioned to provide novel technology and operational solutions to key decision makers in the CWMD office as it transitions its efforts to include more threat anticipation and threat identification support to DHS components using information obtained from its distributed sensor network capabilities and other sources.  Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and future CWMD research and development and acquisition activities.    

     

    If you are interested in this exciting opportunity to help develop and advance DHS new approach to counter CWMD, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD by providing support in the following areas

     

    • Provide overarching technical Subject Matter Expert (SME) support to one of the following areas:
    • Biosurveillance: data analytics and surveillance of emerging bio threats 
    • Biological Defense:  Threat identification, distribution, detection, effects understanding, and counter options
    • Agricultural Defense: Infectious disease identification, distribution, detection, effects understanding, and counter options
    • Bio detection interpretation to drive targeting actions
    • Drive development of decision support products
    • Provide expert opinion on threat surveillance results
    • Define and resolve biosurveillance system issues
    • Provide risk assessments and risk mitigation solutions
    • Develop plans and requirements for future analyses, R&D and acquisition needs
    • Provide content to or lead the development of strategic communication and training materials to support DHS component and state and local outreach activities
    • Provide program execution support as required by federal staff
    • As needed, coordinate and manage activities of other scientists on the team

         

    Client Engagement

    · Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
    · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

    Qualifications

    Required Qualifications:

                   

    • Secret clearance or higher.
    • M.A. or M.S. in scientific, engineering, medical, veterinary, or public health field with 6+ years of biosurveillance experience OR 10+ years of experience in a scientific, engineering, medical, veterinary, or public health field. Relevant experience in field, or advanced training/qualifications a plus.
    • 4+ years general job experience providing direct or consultant scientific technical expert support to major programs or system development efforts related to biosurveillance OR 4+ years supporting major programs or system development efforts related to human, animal, or plant health and medical consequences of CBRN events or a comb. of experience in these areas and the HS pillars of prevention, protection, response, or recovery.
    • Experience in defining and resolving system issues related to distributed sensor networks
    • Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage performers and PMs.
    • Ability to plan individual efforts and follow through to completion.
    • Ability to multi-task and respond to quick turn-around requests.
    • Competence to function efficiently in a fast-paced, demanding work environment
    • Flexible and readily adaptable to change; including changes in processes, requirements, and priorities.
    • Willingness to complete wide variety of tasks; everything from very technical to basic administrative tasks.

     

    Desired Qualifications:

    • Ph. D. in in a scientific, engineering, medical, veterinary, or public health field
    • Experience with DHS bisurveillanec program OR related intergency
    • TS/SCI clearance
