  • Responsibilities

    Noblis provides strategic program support to the Federal Aviation Administration in support of the sustainment and modernization of major NAS and enterprise systems.  In this role you will support the lifecycle development of a mission support program from concept development, to acquisition, to sustainment. The Senior Acquisition Specialist will be responsible for working with a team of engineers and analysts to develop acquisition strategies for both sustainment programs and the development of new functionality. Additional responsibilities include:


    - Supporting analysis of long-term business cases for new system functionality

    - Developing procurement documentation based on FAA Acquisition Management System (AMS) guidelines

    - Preparing documents and briefings required to obtain program or project approval associated with FAA AMS milestones

    - Supporting the drafting of Joint Resources Council (JRC) documentation

    - Assisting in the development of Independent Government Cost Estimates (IGCEs)

    - Preparing and maintain program schedules


    Required Qualifications:

    • The candidate must possess a bachelor’s degree in Business Management or a related field,
    • 10 plus years of relevant experience.
    • The candidate must possess experience and skills in the following areas:
      • Managing a program or project through most, or all, of its Acquisition Management System (AMS) lifecycle with emphasis on service analysis and strategic planning, concept and requirements definition, and investment decision phases
      • Developing and documenting acquisition strategies based on FAA AMS procurement policy and guidance
      •  Developing procurement and contractual documents (e.g., Screening Information Request (SIR) packages) based on FAA AMS acquisition and policy guidelines (including development of source selection documentation and source selection evaluations)
      • Preparing documents and briefings required to obtain program or project approval associated with FAA AMS milestones
      • Supporting drafting and preparing of Joint Resources Council (JRC) documentation
      • Assisting with preparation of Independent Government Cost Estimates (IGCEs)
      • Preparing and maintaining program schedules
      • Developing project documentation including the Communication Plan, Risk Management Plan, Project Schedule, and Program Implementation Plan
      • Evaluating proposals, supporting source selection board activities, contract awards execution, and contract administration activities for NAS voice communications
    • Exceptional analytical, writing, and communication skills.
    • Strong attention to detail, well organized and ability to self-prioritize multiple activities is required.
    • Ability to effectively initiate action, collaborate with others, and drive action items to resolution.
    • Proficiency in developing and presenting, both verbally and in writing, technical information and presentations to non-technical audiences
    • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination
