  • Responsibilities

    The Product Owner/Project Lead (PO/PL) will contribute to the planning, management, and oversight of web and mobile applications developed for the FAA’s Communication, Information, and Network Programs (CINP).  The portfolio of applications includes solutions that support critical business functions pertaining to management of the FAA’s telecommunication service and facility inventory, including ordering, invoice reconciliation, change requests, and analysis. The portfolio is evolving and expanding capabilities to support new ways of conducting business. This includes insertion of mobile, business process automation/robotic process automation, and machine learning/artificial intelligence capabilities to improve efficiency and enhance business operations.  In this role, you will engage with clients and team members in a fast-paced, dynamic environment.  You will apply agile software development methods to lead agile teams across the entire software life-cycle from requirements definition to implementation, ensuring delivered solutions satisfy quality and user experience requirements.  You will have opportunities to take on leadership roles, contribute to continuous process improvement efforts, and interface with senior-level managers on a regular basis. 


    General Responsibilities:

    • Provides vision and day-to-day direction to agile teams to design, develop, test and implement web and mobile applications.
    • Engages with federal clients and stakeholders to define product roadmaps and backlogs, as well as establish release plans.
    • Defines user stories and acceptance criteria in agile management software, such as Jira or VersionOne, in coordination with clients and key stakeholders.
    • Anticipates emerging business needs and applies innovative thought and problem-solving to address them.
    • Stays current with evolving technologies and methods to inspire and elevate team performance (e.g. automation, Secure DevOps).
    • Effectively manages software quality, scope, and stakeholder communications management in alignment with industry standards and best practices.
    • Ensures applications are delivered in accordance with specified policies and procedures regarding privacy, security, and software development life cycle artifacts.


    Required Qualifications:

    • Bachelor’s degree or MS degree with minimum 6 years of professional experience as a Software Development Project Lead or Project Manager.
      • At least 4 years of experience managing agile software projects across the lifecycle, with emphasis on requirements analysis and solution design.
      • At least 2 years of experience in leading projects and tasks with defined scope, schedule, and budget constraints.
    • Experience working with Jira or other agile project management solutions.
    • Strong professional (technical writing and presentation) and interpersonal skills.
    • Proven ability to effectively communicate across technical and business teams to ensure user stories/requirements are complete, accurate, and testable.
    • Agile certifications (Certified Scrum Product Owner, SAFe Practitioner) preferred
    • Project Management Professional (PMP) certification preferred
    • Experience with telecommunications network, asset management, and inventory management solutions preferred
    • Successful completion of public trust clearance.


    Desired Qualifications:

    • Certified Scrum Product Owner (CSPO) preferred
    • Project Management Professional (PMP) preferred
    • Experience/Familiarity with Telecommunications Services and associated Service Ordering/Billing/Inventory preferred
    • Experience/Familiarity with Telecommunications transitions of large networks preferred
    • Experience operating in a CMMI-certified organization preferred
    • Understanding of Federal IT Security processes and guidelines, such as FISMA preferred
