  • Responsibilities

    Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of the DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders to protect the homeland. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

    Conduct all aspects of external collaborations with strategic partners, including private industries, academic institutions, intelligence community, and government. Able to identify opportunities, negotiate contracts and ensure appropriate DHS stakeholder buy-in and support for collaborations to accelerate technologies for private and public use. Focus on potential manufacturing companies and technology that may support manufacturing.


    Work with DHS S&T leadership to develop strategic areas of focus for research, create research strategies and develop business plans for specific opportunities. Understand the technology transfer process and assist with developing and implementing a technology transfer process, including ability to identify early stage innovation and develop a business framework for these early opportunities. Build and maintain relationships with key internal stakeholders in DHS and strategic partners. Leading cross functional teams evaluating and conducting due diligence on identified opportunities.


    Skills: Strategy consulting, investment banking, venture capital, technology transfer, and/or business development required. Strong project management skills. Excellent negotiating, problem solving, team building and organizational skills.  


    Specific Duties include, but are not limited to the following:

    • Establish and lead technology assessments to evaluate the commercial potential and significant marketing activities
    • Increase public-private partnering and find commercial technology solutions to enhance research translation that ultimately transfers these technologies into military and/or private sector application(s)
    • Establish, develop, and execute Patent License Agreements (PLAs). Negotiate terms, resolve issues, and provide guidance on technology transfer laws, policies, rules and regulations to both internal and external stakeholders.
    • Review and assess intellectual property within the employer portfolio for value, competitive advantages/weaknesses, and business opportunities. With this information, the individual will be responsible for engaging licensees through appropriate marketing activities and negotiating license agreements.
    • Conduct scientific outreach to maintain a deep pipeline of inventions with a strong focus on inventions that are licensable.
    • Prepare, staff, and track execution of intellectual property transfer between DHS and public/private partners. Monitor licenses for compliance with terms of agreement.
    • Collaborate with the supervisor on the coordination, strategic planning, organizing and implementation of DHS technology transfer/business development strategy and vision.




    • Master's degree in related field
    • Minimum 10 years of relevant experience and 5 year of experience related to commercialization
    • Experience supporting executive/SES level leadership
    • Adept at eliciting requirements from stakeholders
    • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion
    • Flexibility and adaptability working in a fast-paced environment
    • Demonstrated ability to drive for results independently and adapt to rapidly changing priorities
    • Strong interpersonal skills to establish effective working relationships
    • Strong project management skills
    • Excellent communication, written, and organizational skills
    • Experienced and adept at identifying new technology trends/capabilities
    • General and specific knowledge of technology areas applicable to DHS S&T
    • Research experience in technical areas
    • Proficient technical writer
    • Experience and proficiency working with MS Office (Word, Project, Excel and PowerPoint) and collaboration sites (MS SharePoint)

    • Minimium of an Interim Secret Clearance required.  Ability to be cleared through DHS Suitability.
