    Noblis has opportunities for Engineers interested in supporting Offshore Air Traffic Control automation programs.  Our Systems Engineers provide technical expertise for the FAA, including development and trade-off analysis for system architecture alternatives, requirements development and management, interface documentation, resolution of technical issues, and development of Enterprise Architecture artifacts. We provide technical advice and support to the Program Office and support other programs areas of cost, benefits, and risk management. In this role you will be responsible for:

     

    • Decompose operational requirements and develop system requirements
    • Review current systems’ maintenance concepts and sustainment strategies
    • Analyze and document existing shortfalls
    • Develop end-state business process models to identify process improvements
    • Identify/refine near-term and mid-term plans for existing system maintenance/sustainment
    • Develop high-level target architecture and evolution paths for each system
    • Perform as part of the larger program team to support program planning and investment decisions
    • Develop and analyze acquisition strategy alternatives
    • Perform high-level cost analysis of proposed solution alternatives, documenting basis of estimates to assess affordability
    • Develop and analyze proposed alternative solutions towards determining the replacement strategy
    • Support the Systems Engineering efforts as required to define future phases of development activities and assist the Program Office in successfully navigating major investment decisions
    • Conduct evaluations of vendor proposals in support of program acquisition activities
    • Deliver analysis and recommendations in both written and verbal (presentations) form     

    Qualifications

    Required Qualifications:

    • B.S. degree and 10+ years of relevant professional experience supporting air traffic control systems
    • Experience supporting FAA Air Traffic Control automation programs
    • Knowledge of FAA Offshore Air Traffic Control Capabilities
    • Knowledge of FAA Systems Engineering Manual and/or SE best practices
    • Experience in Systems Architecture and development of Enterprise Architecture artifacts
    • Experience in Concepts of Operations development
    • Experience with requirements management and requirements writing for federal government systems
    • Experience with FAA’s Acquisition Management System Engineering product requirements
    • Experience with IBM Rational DOORS and/or System Architect
    • Strong written and verbal communication skills
    • Experience directly interfacing with government clients up through senior-level staff to help achieve their objectives by providing management, technical and programmatic support.
    • Ability to effectively manage multiple program components and activities simultaneously, independently or as a member or a working group.

    Desired Qualifications

    • Operational knowledge of Air Traffic Management
    • Experience working with FAA Offshore Automation systems
    • Familiarity with FAA System Wide Information Management (SWIM) program, FAA Enterprise Information Management (EIM), and/or FAA Cloud Services/GovCloud
    • Experience with Service Oriented Architectures (SOA) and/or cloud computing
