  • Responsibilities

    The FAA SWIM Identity and Access Management (IAM) Capability is providing a digital certificate service to issue and validate digital certificates to positively identify NAS systems and applications when sharing information. Identity and Access Management (IAM) is an identity management system for the National Airspace System (NAS). It issues and manages the identity credentials for NAS systems in the form of X.509 certificates to meet the strong authentication requirements of the FAA. In 2019, IAM will add additional capabilities to manage system-to-system authorization requirements.

     

    System Wide Information Management (SWIM) is an FAA initiative to modernize and manage system-to-system communications. SWIM provides messaging services to enable both internal and external communications using a brokered communications model as well as supporting web services, REST communications, and other mechanisms

     

    The System/Software developer of Identity Access Management system will provide enterprise security controls including PKI infrastructure and access control to NAS systems.  Work in a team environment to develop custom software for data analysis, storage, and transformation, and integrate developed software and COTS solutions with existing NAS infrastructure. This selected contributor will integrate the IAM system with an Enterprise Hosting platform that provides virtual and network infrastructure. They will also develop technical procedures for TI (Technical Instruction) documentation as well as develop and maintain Ansible system deployment scripts using Git.

     

    Objectives of IAM

    • Reduce cyber vulnerabilities associated with older methods of authentication
    • Meet new FAA security policy for authentication
    • Provide a NAS Public Key Infrastructure (PKI) as part of the Federal PKI Trust Framework to support secure communications within NAS, and between NAS and external partners
    • Create digital identities and credentials for NAS systems and applications

     

    Capabilities of IAM

    • Issue x.509 PKI certificates from a Federally trusted Certificate Authority (U.S. Common Policy Compliant)
    • Certificate Revocation ability
    • Certificate Validation Service
    • Provide Secure Tokens to support Security Assertion Markup Language (SAML) for exchanging authentication and authorization information
    • Access Control capability using an attribute directory (FY20)

     

    Qualifications

    Required Qualifications:

    • Bachelors of Science or related degree and 9 years of related professional experience.
    • X.500/LDAP directory design, development and integration
    • Software development experience using JavaScript, PHP, HTML, Python, and related tools and languages
    • Database design & development
    • Experience working in a Agile development environment
    • Experience in the use of SVN, Git, and/or other configuration management software
    • Familiarity with PKI concepts and implementations 

    Desired Qualifications:

    • Experience with deployment and maintenance of systems in the FAA NAS
    • Networking experience including routing, load balancing, high availability, security domain segregation via DMZs, troubleshooting, and maintenance
    • Familiarity with NIST guidance regarding identities and authentication
    • Experience in the use of Automated Deployment tools such as Ansible
    • Experience with implementation and operation of ABAC-based access control systems
