The Joint Polar Satellite Systems (JPSS) Program (www.jpss.noaa.gov) is a NOAA project (under the National Environmental Satellite Data and Information Service [NESDIS]) developing a weather satellite observing system, consisting of three spacecraft, and a ground system capable of managing those spacecraft. The ground system includes antenna stations, network and telecom, telemetry and commanding, as well as data processing and distribution. The ground system developed under the JPSS program is utilized by the NESDIS Office of Satellite Products and Operations (OSPO) to operationally manage the JPSS spacecraft and the generation and distribution of products.
The Noblis task with JPSS is to provide analysis of the ground segment, as implemented by the program's prime contractor, and assist with developing improvements that either 1) reduce lifecycle cost, 2) enhance usability for the operations team, or 3) increase reliabilty and sustainability of the ground system.
The candidate will be embedded with the OSPO operations staff onsite at the NOAA Satellite Operations Facility (NSOF) and work with them as they perform the day to day Satellite Mission Operations duties. The candidate will learn about the monthly/weekly/daily/hourly tasks of the operations staff and capture details about both the positive and negative aspects of a routine day. Particular attention will be required to areas that demonstrate repeated issues or unnecessary complexity. The candidate will discuss with operators to ensure the accuracy of their findings and then work with the rest of the study team to highlight areas where system changes could enhance the system to the benefit of NOAA.
The candidate will work on a team with the Noblis OSPO Data Operations observer to share common challenges among both sets of operators and to explore solutions that would most benefit both teams. The successful candidate will take the opportunity to expand their knowledge and understanding of Mission Operations to explore the full end-to-end data flow and data processing concepts.
The candidate must be able be able to work in a dynamic team-oriented environment, demonstrate initiative, and function productively in a design and development setting where satellite and ground segment issues can result in new assignments, as well as the re-prioritization of existing assignments. The candidate must be results-oriented with strong problem-solving abilities.
The primary duty location will be the NOAA Satellite Operations Facility (NSOF) in Suitland, MD with occassional travel to the JPSS customer location in Greenbelt, MD (Goddard Space Flight Center). Occassional support from the Noblis office (Reston, VA) may be necessary to solicit feedback and ideas from corporate assets. Occassional evening or overnight shifts may be required in order to witness all aspects of routine OSPO operations.
The candidate must have familiarity with satellite command, control and communications systems.
The candidate must have experience in an operational setting either as an operator or a maintainer.
Additional required skills:
Excellent communications and presentation skills
Demonstrated organizational and coordination skills
Knowledge of Satellite Mission Operations concepts and tools including Telemetry and Control, Mission Planning, Archive and Trending, and Orbit and Attitude management.
Previous experience with NOAA satellite systems.
Knowledge of Wide Area Network (WAN) concepts including transcontinental data flows involving international parties.
Understanding of differeent NOAA satellite instruments and the various weather products that can be generated.
Knowledge or experience with leveraging cloud concepts within a Government FISMA High system.
Knowledge of satellite data processing concepts.
