  • Responsibilities

    Program One:

    The agency Insider Threat Capability (InTC) is aligned with and supports the Agency's Insider Threat Program. It is purposed towards identifying, analyzing, and reporting behavioral anomalies to the appropriate entity; and identifying risk to the agency systems, people, and resources. Member is responsible for the following:

    • Advise the client on all aspects of insider threat, to include program background, capability management, investigative analysis methods, and risk identification and mitigation
    • Coordination and deconfliction of any findings with agency entities to include but not limited to law enforcement agents and supporting analysts; Human Capital Office security specialists; counterintelligence agents; physical and cybersecurity specialists; trusted personnel and stakeholders as necessary to accomplish goals and objectives
    • Management and facilitation of governance processes, administration, and workflow supporting the InTC, to include analytic, reporting, and archiving processes that are overseen by the governance framework
    • Compile and accomplish monthly deliverable reports in support of contractual requirements
    • Travel to client sites as required to support goals and objectives (10%)
    • Advise, create, coordinate, and staff policy and procedures
    • Assess and implement community best practices as necessary goals and objectives
    • Represent the agency equities to the Insider Threat community across government

    Program Two:
    Conduct a futures capabilities and requirements study, on behalf of military agency, incorporating and integrating objective analysis of evolving cyber technology with DoD strategic security strategy and intelligence analysis as it applies to the cyber counterintelligence (CI) mission set.

    • Lead a study team of 4-6 part-time members with purpose of baselining current capabilities for cyber CI agents and analysts, identify requirements and gaps for the client’s cyber threat pursuit mission (CTP), and provide recommendations for CONOPS, prioritized requirements and a top level roadmap to meet the mission for the next 2-5 years. 
    • The lead will perform and direct on-site data calls and interviews with agents and select client leadership to baseline capabilities, needs, and likely threats to emerge. 
    • Data collection will occur through on-site visits at locations in other states. The team will consist of intelligence, policy, technical, and prior agent experience. 
    • The lead will leverage past operational and policy experience of special investigations and counterintelligence to facilitate the cooperation between the study team, agents, and government leadership.
    • A CTP CONOP, a catalogue of existing tools, single coordinated & prioritized list of requirements and gaps. In addition a top level roadmap for how to proceed, and possible futures scenarios for the agency to select from to build out future development and guide follow-on contracted studies. Documentation will support building baseline requirements for current and future acquisitions.



    Demonstrated work history as a senior credentialed counterintelligence and law enforcement (CI/LE) special agent.
    Demonstrated work history as a senior leader and manager within a CI/LE organization
    Demonstrated work history with policy, program management, governance, risk management, and analysis functions within a CI/LE organization and/or at the departmental level
    Familiarity with Insider Threat program management and analysis; and fraud detection and analysis
    Strong working ability with Microsoft Office products such as excel, powerpoint, and word
    Ability to obtain a position of public trust (i.e., possesses a minimum secret security clearance)



    Experience with data analysis tools and languages, to include SPLUNK, SAS, and R
    Active Top Secret clearance with polygraph
    Certified Fraud Examiner
