    • Deliver technical subject matter expertise and business leadership to existing client work to cultivate innovation and evolve the R&D portfolio for the Transportation & Telecommunications (T&T) Mission Area
    • Provide technical leadership, planning,  and guidance on internal R&D programs and contribute to business development efforts focused on the technology transformation of Noblis’ transportation, telecommunications, and earth observations capabilities
    • Provide strategic business leadership working collaboratively with the business development team and account managers, serving as point of primary accountability for leading the T&T R&D Portfolio and bringing capabilities to the client market
    • Ensure clarity of mission and accountability for critical R&D program objectives; assure alignment of R&D objectives with T&T mission area and corporate goals
    • Work collaboratively with T&T principal research investigators and account teams to lead Noblis' T&T research and development capabilities and contribute to business development efforts to address capability gap areas, as well as align to the mission area vision and broader corporate strategic plan
    • Own and/or participate in strategic R&D portfolio planning and technical reviews from initial ideation to go to market strategy; secure yearly capture of investment dollars
    •  Successfully communicate schedule updates, project risks and associated mitigation plans to Mission Area VP and other stakeholders
    • Responsible for maintaining a high degree of understanding of the shift indicators and drivers that will influence the T&T technology landscape within the federal civilian market.
    • Serve as trusted technical advisor to Mission Area VP, Account Leaders, and Noblis Centers of Excellence


    Qualified candidates will possess a technical degree in computer science, network engineering, information technology, systems engineering, or a related field and have at least 10 years’ experience in research, development, and integration for cutting-edge technology applications such as: advanced networking and telecommunications, data analytics, cloud computing, cybersecurity, machine learning, and cross-platform software development.


    Additionally, candidates shall possess:

    -  7+ experience in the research, development, and integration of technologies in the public sector with strong cross-platform telecommunications, systems engineering, and software experience; advanced SDN/NFV networking, IOT, and/or intelligent transportation experience preferred   

    -  Direct experience formulating and executing advanced research and development programs

    -  Strong understanding of federal government sector, industry partners, and market dynamics

    -  Ability to make new business presentations and reach closure.

    -  Proven track record working across the government proposing, developing, and operating in complex environments that include both public agencies and the private sector.

    -  Extensive experience in all aspects of customer relationship management.

    -  Strong leadership qualities and excellent communication and interpersonal skills.    

    Highly desirable skills/experience:

    -  Intelligent Transportation Systems; Data Science; Network Virtualization; API Development; Advanced Algorithm Development; Machine Learning; Cybersecurity

    -  PhD preferred
