  • Responsibilities

    Noblis is seeking a motivated, driven Subcontracts Administrator with excellent communication skills to join our team in Reston, VA. In this role, you will:


    • Manage the subcontracting and procurement requirements in all phases of each acquisition within assigned programs. This includes preparation of RFP packages, analysis and evaluation of proposals, selection of subcontractors, negotiation and drafting subcontract and purchasing terms, and performing ongoing subcontracts administration, while ensuring compliance within a Contractor Purchasing System Review (CPSR) environment and with Noblis policies and procedures.
    • Work closely with Program Managers and the Contracts and Pricing Departments to ensure subcontract execution complies with customer requirements and is performed according to company policies and procedures.
    • Identify opportunities for process improvement within the subcontracts and procurement area, and implement industry best practices.
    • Ensure compliance with small business requirements.


    Required Skills:

    • Bachelor's degree and a minimum of three years of procurement and/or subcontracts experience in a Government Prime Contractor environment.
    • Experience with Deltek Costpoint or smiliar systems required.
    • Experience working with all types of subcontracts (i.e. FFP, T&M, IDIQ, cost reimbursable).
    • Experience working in an approved purchasing system environment is required. 
    • Knowledge of and experience working with both commercial and government contract terms and conditions (Ts & Cs); the ability to analyze government RFPs and develop subcontract RFPs that satisfy government proposal requirements, experience in flow-downs and other government requirements; and considerable knowledge of the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), of FAR regulations pertaining to procurement, and subcontracts management and commercial contracting terms and conditions.
    • Candidate must be a self-starter and have excellent communication, organizational, and writing skills.
    • Eligibility to obtain and maintain a TS/SCI with CI Poly security clearance required

    Desired Skills:

    • Advanced degree a plus.
    • Relevant professional certification (i.e. CPCM, CFCM, CCCM) a plus.
