    This is an opportunity for someone with excellent project management, coordination, and administrative skills to join a dynamic team in the Washington, DC area working with the Federal Aviation Administration (FAA) in the competitive acquisition, implementation, and lifecycle management of the FAA Enterprise Networks Services (FENS) program. The FENS program will provide highly-available and secure communications, information services, and networking capabilities essential to National Airspace System (NAS) operations and agency administration.


    Noblis is seeking a qualified project management analyst to directly support the FENS Program Manager in a wide range of program management analyst, coordination, communication, and specialized administrative activities.  The successful candidate will have proven experience in coordinating the efforts of a multi-disciplinary team in a dynamic and fast-moving environment to achieve challenging objectives.  Understanding of communications and networking technology and services, the National Airspace System (NAS), and the FAA’s Acquisition Management System (AMS) are all definite pluses. Must have the proven social and interpersonal skills to coordinate with a team of professionals who are both technical and non-technical and to ensure the team maintains a positive and collaborative relationship within the team and with external stakeholders.


    As the FENS project management analyst your duties may include, but are not limited to:


    • Work closely with FENS program manager on day-to-day action and activity prioritization, and ensure effective communication and coordination of actions across the FENS team
    • Assist FENS program manager in definition and execution of tasks/projects, work assignments, deliverables, and product quality assurance to achieve FENS objectives
    • Support, track, and manage FENS program, activities, actions, issues, deliverables, and projects
    • Collaborate with multidisciplinary teams on a variety of technical and non-technical documents including FENS-related briefings, reports, and data call inputs
    • Maintain core FENS program presentation slides and descriptive text and related graphics used for program reporting, executive presentations, and stakeholder outreach
    • Support conferences and meetings including the administration of background and support material, arranging facilities and coordinating accommodations, providing organization and administrative support and post-meeting activities, including prepare/track and manage meeting agendas, minutes and action items.
    • Plan and execute special projects, either independently or as part of a multidisciplinary team, as directed



    • Bachelor’s degree in management or technical field or equivalent combination of education, technical training, or work/military experience; coursework in communications, networking, and information technology, a plus
    • At least three years of hands-on program management analyst experience preferably for the government or large corporation, FAA experience preferred
    • Working knowledge of FAA Acquisition Management System (AMS) and Joint Resource Council policies and procedures a definite plus (preferred, not required)
    • Strong professional, interpersonal, communication, and organizational skills; demonstrated ability to interact in technical, management, and executive settings
    • Demonstrated cross-functional team collaboration and program management skills in a rapidly changing, high intensity, mission-oriented work environment
    • Demonstrated leadership, influence, and collaboration skills.
    • Ability to work independently and collaboratively.
    • Ability to prioritize tasks and work comfortably on deadline-driven proposal efforts.
    • Ability to be flexible and adaptable to frequently changing tasks based on client priorities.
    • Knowledge of SharePoint, Office 365 (Word, Excel, and PowerPoint) and ability to learn new applications.
    • Project Management Professional (PMP®) certification or related training a plus
