    Noblis is helping FAA manage the large and complex Data Communications Program that provides reliable messaging between pilots/flight decks and controllers/ground automation systems through an end-end network.     The Data Communications System Engineer is a key contributor in planning, documenting, and executing systems engineering efforts within Data Communications Program. This role requires integrating information about the following: data communications technology, systems engineering practice, independent costing, proposal assessment, and contract management within a fast paced dynamic team environment.  You will work with both internal and external stakeholders as well as contractor teams, aviation subject matter experts and the FAA to shape program & technical requirements and ensure they are executed in accordance with those requirements

     

    In this position, you can expect to provide systems engineering expertise, project management fundamentals and data communications program engineering support to the FAA Data Communications Program team, including but not limited to:

    • Interfacing with the customer and stakeholders to develop related requirements for FAA data communications systems and programs, solution alternatives, comprehensive technical solutions, risk assessment, and integrated implementation plans
    • Assessing vendor proposed solutions for technical efficacy and prepare evaluation reports addressing both technical and cost components
    • Generating Independent Government Cost Estimates (IGCE)
    • Authoring and presenting technical briefings to team members and customers.
    • Verifying that the Data Communications Integrated Service provider understands and meets FAA system requirements
    • Communicating customer guidance and intent across technical projects, ensuring optimal communications
    • Providing input to reports and plans, developing briefings and position papers, and contributing to white papers, status reports and other communications packages for FAA executives
    • Contributing to white papers, briefings, status reports, and other communication packages for FAA executives

    Qualifications

    • Bachelor’s degree and at least 15 years of relevant experience in providing life-cycle management for large-scale network-enabled communications services and automation systems to include life-cycle management program justification, network and service definition, specification, installation, operation, and enhancement
    • Excellent communication, cross-functional team collaboration, presentation and technical writing skills
    • Strong professional, interpersonal, project management and organizational skills and the ability to work in a diverse fast-paced work environment
    • An understanding of data communications technology including VHF subnetworks as well as applications to include Future Air Navigation System (FANS) as well as emerging applications
    • Facility with presentation graphics and spreadsheet tools highly desirable
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
    • Broad systems engineering and integration related skills and experience with a focus on results-oriented problem-solving abilities such as but not limited to:

        -  Analysis of architectural and design documents

        -  Analysis of functional, system, and non-functional requirements, data flows, and dependencies

        -  Analysis of design and implementation alternatives, trade-offs

        -  Synthesis of analysis and clear recommendations

    • Ability to develop and effectively communicate solution options and justifications to internal and external stakeholders and adjust to level of role and understanding
    • Knowledge of the current state of avionics and fleet equipage for data communications technologies
    • Ability to uncover business challenges and objectives and develop a documented customer solution to solve these challenges

    Preferred Qualifications

    • Relevant work experience in the areas of systems engineering employed by Federal Agencies, most preferred is FAA
    • Familiarity with relevant aviation technology issues, policies, regulations or practices, specifically business drivers for airspace user equipage decisions
    • Solid understanding of systems and systems engineering
    • Working knowledge of FAA Acquisition Management System (AMS), NAS (National Airspace) Enterprise Architecture, and Joint Resource Council policies and procedures
    • Hands-on experience with FAA systems
    • Project Management Professional (PMP) certification
