As an ARPA-H (Advanced Research Projects Agency for Health) Project Manager for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions team, where you will support the Program Manager and will be the single point of contact to manage all programmatic matters of the IDIQ assigned order(s). Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.

Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).
Responsibilities include:
- Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks, including:
- Providing Noblis-internal leadership, including:
- Assisting with the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
- Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
- Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
- Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
- Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Assisting with planning technology transitions to the respective operational customer.
- Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
- Providing Noblis-internal leadership, including:
- Possible line management responsibilities.
- Providing professional development and mentorship for teammates.
Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team.

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. We are looking to hire a Program Maanger to provide support to various ship programs for the US Navy.
The successful candidate will be a Program Manager at US Navy Shipyards in support of NAVSEA Directorate SEA 04X (Industrial Operations). The Program Manager will manage a large team to aid the Navy in the oversight, management, policy, and guidance for environment, safety, and health programs at the Naval Shipyards. Specific tasks will include the management of a large project with the following objectives:
- Leading process and performance improvement initiatives organizational consulting/facilitation services necessary to tie business process and performance to execution of Naval Maintenance availabilities.
- Planning, training, coaching, facilitating lean events, metric development, solution implementation, sustainment, and integration functions or activities as necessary to successfully achieve process/performance improvement objectives
- Project team development that supports the planning efforts of maintenance availabilities for approximately 60 events/year

As a Noblis Manager the successful candidate, while being responsible for the day-to-day tactical duties for a technical project, will also be responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and this Navy customer. Additional responsibilities shall include schedule and budget adherence. Additionally, the Manager provides the coordination between resource managers/supervisors and ensures all necessary Noblis reviews and approvals are received and may conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs. Other typical duties in support of the Noblis mission will include budget analysis, labor planning, coordination of activities, and monitoring project completion from initiation through delivery to meet revenue and cost projections. There may also be opportunity where the Manager will be expected to oversee the execution and completion of technology solutions projects.
Noblis is seeking to hire a Software Developer (All Levels) in Reston, VA
As a Software Developer with our team, you will be working with our federal clients to rapidly develop innovative solutions for immediate mission challenges. - Designing and developing state of the art control systems for implementation onboard U.S. Navy ships.
