Noblis is hiring a SENIOR COST ESTIMATOR with a Top Secret SCI clearance in Fort Belvoir, Virginia. Position to begin on, near or before March 1, 2018.



  • Develop Program Office Estimates (POE), Independent Government Cost Estimates (IGCE) and Lifecycle Cost Estimates (LCCEs) for Army acquisition projects, based on analysis of system functional requirements and other acquisition cost factors 
  • Provide data to draft Cost Benefit Analyses (CBA), economic analyses scenarios and Should Cost analysis
  • Analyze program requirements and technical data to build cost models for PMO managed systems
  • Provide data for the drafting and evaluation of detailed cost estimates, cost analyses and other related “what-if” drills for milestone decisions and annual budget submissions
  • Advise Contract Analysts on pricing, cost, and/or financial matters in support of contract execution 
  • Evaluating price factors in competitive proposals and cost elements in non-competitive proposals 
  • Use Army provided Automated Cost Estimation Integrated Tools (AceIT) software and produce cost estimates using AceIT
  • Provide data to draft Cost Benefit Analyses (CBA), economic analyses scenarios and Should Cost analysis
  • Use Army provided AceIT software and produce cost estimates using the AceIT software tool 


Other Responsibilities:

  • Prepare justification materials, analysis of alternatives and recommendations for decision, and prepare results for presentation to leadership
  • Assist with planning
  • Deliver Intelligence capabilities cooperatively with development contractors and mission partners
  • Participate in community forums
  • Prepare proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms and conditions of con­tract
  • Identify program problems and innovative solutions



  • Must have and maintain an Active TOP SECRET SCI security clearance
  • Bachelor's degree in Business, Economics, Accounting, Statistics or Finance
  • Minimum of 15 years of progressively complex experience in a variety of cost analyst position in support of DoD or IC intelligence systems
  • Minimum of 5 years experience working with Automated Cost Estimating Integrated Tools (ACEIT) software
  • Advanced knowledge of cost estimation methods, implementation of cost models, DoD cost and pricing processes and preparation of standard cost documentation such as the Cost Analysis Requirements Description (CARD) 
  • Demonstrated capability and success working in team environments
  • Possess excellent written and oral communications with experience with MS Office applications
  • Must be able to travel CONUS and OCONUS locations as required


  • Army background is preferred
  • Recent experience supporting the IC and/or DoD Intelligence Customers
