In this position, you can expect to lead an effort to understand, provide guidance on, document, verify and communicate business requirements in support of building mechanisms and supporting processes that will provide FAA program managers and program management leadership with information required for the success of their programs. The Business Requirements Analyst applies program management and configuration management expert knowledge and skills in leading the effort to understand the business and user needs and translate these into prioritized implementable, auditable and testable requirements. The requirements can be in written or pictorial format as appropriate to the audience and content. The Business Requirements Analyst is a key communicator between all levels of stakeholder and a development team and can expect to perform at least some of the following activities:

 

  • Conduct analysis of business and user needs to develop requirements documentation for implementation
  • Utilize expertise in project management, process improvement, metrics, requirements management, information technology, and understanding of the organization’s systems and capabilities to ensure the most efficient use of resources and meet business unit goals
  • Deliver the following artifacts as needed:  functional requirements, business requirements document, use cases, graphical user interface sketches, screen and interface designs
  • Work in conjunction with the business users and development teams in the creation and execution of application test scripts, scenarios, and test plans that validate initial business requirements
  • Review policy/technical mandates to determine implications to the program
  • Coordinate integration of new customer-developed applications and capabilities into the existing program workflow
  • Provides guidance with respect to change management and configuration management practices and policies
  • Recommends automated CM tools to implement CM policies and procedures
  • Develops and modifies configuration management plans, policies, and procedures tailored to the complexity and scope of the program needs
  • Perform feasibility studies on technology enhancements
  • Coordinate with management and Systems Engineer/Integrator to facilitate technical and business process improvements
  • Monitor and recommend improvements for metrics gathering and reporting
  • Maintain project master schedule and critical path documentation
  • Draft and maintain project management, risk management and communications plans
  • Create and update process flow diagrams to document business processes, as needed

 

Qualifications

  • Bachelor's degree
  • Certification as a Project Management Professional (PMP) or 15+ years of project management experience
  • Work experience at the FAA of 10 or more years, including experience working with the FAA’s Program Management Office
    • Familiarity with FAA program, project and configuration policies, standards and procedures
    • Demonstrated knowledge of requirements management and configuration management and their application to FAA programs
    • Demonstrated knowledge of Air Traffic Systems and related FAA programs
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including executives, managers, and subject matter experts
  • Understanding of agile software principles
  • Strong interpersonal and problem-solving skills and ability to balance multiple tasks and competing priorities
  • Demonstrated proficiency in Microsoft Office suite
  • Demonstrated experience with configuration audits and reports
