Responsibilities

Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) and Homeland Defense in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders to protect the homeland. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

 

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS S&T Chemical and Biological Defense Division (CBD) within Homeland Security Advanced Research Projects Agency (HSARPA).


Key Responsibilities:

 

  • Review high-level milestones associated with various planning documents to ensure Division and project strategies are met and are consistent across the multiple sources in which they are reported. Track the status and reporting of milestones as needed
  • Review Program and Project level presentations to ensure consistency with Division objectives
  • Review and evaluate draft solicitations and associated documents to ensure scope and direction is accurate and complete
  • Serve a project POC for receipt of all data calls and coordinate completion and responses timely and adequately
  • Draft and update presentations highlighting technical and programmatic aspects of projects and programs
  • Work with the Government Program Managers (PMs) and Systems Engineering and Technical Assistance staff (SETAs) on establishing and improving project and Division and Directorate processes
  • Attend Senior Staff Meetings as directed to remain current on Division operations and facilitate relationships with Division personnel
  • Work with the Transition, Financial, and Procurement team to track Technology Transition Agreements (TTAs), procurement documents, and obligation documents
  • Assist the program manager in responding to annual budget requests by considering the overall strategic plan of the project and the associated funding requirements that will be conducive to making progress towards stated objectives
  • Ensure overall project execution rates meet or exceed execution benchmarks by monitoring commitments and obligations and coordinating with PM/SETA teams to address issues or concerns
  • Consult the PM on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances
  • Review and track milestones associated with planning documents to ensure Division and project strategies are met and are consistent across the multiple sources in which they are reported.
  • Organize, direct, and coordinate planning and production of all activities associated with assigned task order projects. Demonstrate written and oral communication skills.
  • Gather and consolidate project related financial data from mutliple DHS systems (EPIC, SharePoint, etc.)
  • Develop and maintain financial spreadsheets and databases, including budgets and spend plans
  • Perform various analyses and develop reports and dashboards to communicate Division performance
  • Interact with and maintain rapport with other DHS entities, including the Finance and Budget Division (FBD)

Qualifications

  • B.S. or B.A. degree
  • Secret Clearance (Interim Secret)
  • Ability to gain DHS suitability
  • General Experience: Must have at least 5 years’ experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.
  • Specialized Experience: Must have at least 3 years of hands-on experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and/or implementation of systems. 
  • Experience in a federal program management or contracting environment.
  • Proficient in Microsoft Office Programs (MS-Excel, Word, PowerPoint, Project).
  • Skilled in time management; able to work independently; self-starter
  • Proficient in technical writing, oral communication, and attention to detail.
  • Capable to function efficiently in a high-paced, demanding work environment.
  • Able to multitask and respond to quick turn-around requests.
  • Flexible and adaptable to change; including changes in processes, requirements, and priorities.
  • Customer service excellence, interpersonal, and organizational skills.

Desired qualifications:

 

  • Formal experience in, or training resulting in certification or continuing education units (CEUs) in government procurement and acquisition. PMP certification is a plus
  • Any experience with other government funding agencies should be highlighted, including a description of roles and responsibilities to demonstrate adequate experience
