Noblis is seeking a highly qualified Senior Data Analytics Program Manager for their Reston, VA location.

The Senior Program Manager will oversee a large Data Analytics initiative with a wide-ranging scope in supporting the Government make data driven business decisions to improve operations. An area of focus includes identification and assessment of innovative solutions through data analytics, spanning from cyber security and enforcement to customer behavior and interaction management. The Program Manager will facilitate thought leadership in analytical approaches as well as business process changes, and communicate with high level client executives in defining and executing analytical approaches that include hypothesis generation and testing.

Job responsibilities include:

  • Provide executive leadership to the program which is comprised of Noblis staff and a diverse team of partner subject matter experts.
  • Develop the program’s strategic and business plan and manage the successful execution of the plan.
  • Lead the identification of business opportunities and manage the pursuit of the opportunities through closure.
  • Lead the team in identifying and applying innovative solutions to client business challenges.
  • Manage the integration of team resources to ensure best fit for program success. 
  • Oversee and ensure the quality, timeliness, and value of client deliverables across the program.
  • Develop the program budget and manage costs within the overall program execution.
  • Identify technical skills and resources required to successfully execute the program and lead the acquisition of talent in line with the program plan.
  • Build and maintain client relationships at the executive and management levels.
  • Communicate program progress and status to both client and Noblis management.
  • Provide sound financial stewardship of client resources and company allocated resources with fiscal discipline, efficiency and cost savings.
  • Work with the Noblis centers of excellence to identify, develop and transfer technology/knowledge to the program for future business growth, client impact, and unique Noblis differentiators.


The ideal candidate will have:

  • 10-15 years of leadership experience with progressively larger and more complex tasks, projects, programs and a portfolio of programs. Experience working in the financial sector is a plus. 
  • Proven record of sustained business growth and client diversification underpinned with substantive and broad client relationships. Tangible successes in delivering analytics to solve mission critical problems. 
  • Advanced degree in a relevant discipline. PhD is a plus but is not required. 
  • Tangible experience leading a diverse, highly qualified workforce across a wide range of disciplines, skills, experience levels and educational backgrounds.  
  • Recognized expert in data analytics and/or business process re-engineering initiatives.  
  • Excellent communications skills. Adept at communicating complex subjects to senior executives and communicating broad issues to the workforce with clarity.  
  • Results driven leader with tangible record of successes in business growth, mission execution, technology innovation and workforce management.  
  • Substantive and successful experience leading new business development initiatives from concept exploration, capture management, proposal development, and post award transition.
