    Overall Program Summary:


    The General Services Administration (GSA) currently manages telecommunications acquisition programs that provide close to $2 billion of services annually to more than 130 government agencies. The current generation of national and regional programs—including Networx, WITS3 and more than 80 Local Service Agreements—will expire in 2020. GSA is in the process of establishing a single new program, GSA Enterprise Infrastructure Solutions (EIS), to replace all of these. This GSA Enterprise Infrastructure Solutions (EIS) is planned to serve as a flexible, solution-oriented vehicle that will allow agencies to define, acquire and manage the networks serving their individual mission needs over its 15 year contract life.


    The EIS is:


    • A comprehensive solution-based vehicle to address all aspects of Federal Agency information technology telecommunications, and infrastructure requirements.
    • Planned to be available for Agency use in FY2017 with a 15-year period of performance.
    • The first contract to implement the Network Services 2020 (NS2020) strategy.

    Position Description:

    Noblis is looking for qualified Pricing Analysts at varying levels with significant experience with the pricing of telecommunications services and solutions in the commercial/federal telecommunications market. Individuals will contribute to a high-performance team supporting the GSA Network Services Program and the Enterprise Infrastructure Solutions (EIS) acquisition vehicle as well as government agencies using that vehicle. Responsibilities include preparing Statements of Work/Request for Proposals; evaluating vendor responses for compliance with government requirements and cost reasonableness; writing evaluations for review by the government; and making recommendations with regard to source selection decisions and contract modifications.


    Candidates will work with accomplished Noblis experts to provide a wide range of consulting services and expertise, including systems engineering, strategic IT infrastructure technology planning, acquisition strategy, requirements development, source selection support, operations planning, policy development, and program management support. As part of a Noblis team, candidates will work closely with government clients to understand current issues and challenges, generate practical and effective solutions, and assist with acquisition/deployment/management of those solutions, typically working “on the government side of the table” as an unbiased, trusted partner. Engagements may vary from single-agency focused solutions to major government-wide technology programs.




    • Conduct detailed price analysis relative to telecommunications network services, equipment and related labor support. Requires conducting market research on services and prices from various sources such as government contract data, public Internet and proprietary price databases. Must be effective analyzing large data sets and databases.
    • Working independently with general instruction, adapt and apply Noblis’ principles, concepts, processes, tools and methodologies to develop price structures (i.e. CLINs), document pricing requirements for large telecom service contracts and Statements of Work (SOWs) and develop Independent Government Cost Estimates (IGCEs).
    • Review price proposals for conformance and compliance with contract requirements, analyze and conduct comparative analysis and provide recommendations for fair and reasonable pricing.
    • Develop briefings and respond to questions concerning pricing analysis and price structures for components of Federal telecommunications services.
    • Develop and apply knowledge of Federal acquisition practices and regulations to the competitive best value procurement of telecommunications services. 

    Communication and Interpersonal

    • Demonstrate verbal and written communications skills sufficient to understand and articulate requirements for pricing telecommunications services and network-enabled IT services via government-wide acquisition vehicles.
    • Prepare and/or contribute to technical reports, memos, analyses and briefings. Plan and manage assigned deliverables.
    • Support meetings, inter-team communication, and issue resolution with the client and internal/project stakeholder groups. Visit and potentially work at customer sites.
    • Work closely and collaboratively with Noblis team leaders and members.

    • A Bachelor’s or Master’s degree in a discipline such as Electrical or Systems Engineering, Telecommunications, Mathematics, Physics, Operations Research, Business Administration or Accounting preferred. Certifications in Telecommunications related courses also acceptable. Significant experience with telecommunications service provider or government enterprise network service pricing will be considered in lieu of academic credentials.
    • Understanding of one or more relevant telecommunications subject areas, such as wide-area networking (Ethernet and VPNs), managed services, cloud-services, fiber optics (OC-n) and wireless offerings along with an strong knowledge of prices and price structures.
    • 0-3 years of relevant work experience in telecommunications or government IT pricing for entry level positions. 4-10 years of experience for mid-level positions. 10+ years of experience for senior level positions.
    • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem solving abilities. Must have exceptionally strong skills with MS Excel, Access, SQL and Word. Experience independently analyzing large and complex databases primarily related to telecommunications services and pricing.
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
    • Familiarity with relevant Federal technology issues, policies, regulations or practices is highly desirable. Experience with or knowledge of government acquisition/contracting practices, programs and regulations (FAR specifically FAR Part 15; DFAR, etc.) is preferred.
    • Experience with GSA or large Federal IDIQ contracts is preferred.
