Responsibilities

The E-IDS program mission objective is to deliver an Enterprise-wide system to replace legacy Information Display Systems in FAA air traffic facilities.  E-IDS will replace obsolete standalone IDS workstations in Terminal and En Route domains.  The system will enhance situational awareness through a shared common operations picture between users. E-IDS will receive and process static and dynamic aeronautical and other related data from a broad range of NAS systems, process that data, and deliver and display the data on demand in FAA ATO facilities, to assist controllers and traffic managers in their daily traffic management tasks.

 

The Investment Analyst will:

  • Lead investment analysis team members, primarily Engineering and Cost/Benefit teams to define the business case including assumptions and constraints, the legacy reference case, strategic performance measures, and design to cost goals for E-IDS.
  • Oversee development and refinement of the investment analysis plan (IAP)
  • Participate in analysis of market capabilities including definition of a functional/performance specification, development and evaluation of a screening request for information, conducting industry day(s) to meet with organizations with potential solutions, operational capability demonstrations, and analysis and evaluation of results.
  • Manage stakeholders to proactively communicate benefits story and segmentation strategy of the program
  • Oversee the analysis of alternatives including adding or modifying alternatives as a result of the market survey; the comparative assessment of performance, benefits, cost, risk safety, and schedule; economic analysis; evaluation of human factors, environmental safety and health impacts, regulatory or procedural impact, test readiness/maturity level; operational suitability, operational effectiveness, ability to upgrade, and interdependencies with existing or proposed programs; and recording results in the preliminary business case.
  • Prepare the initial Implementation Strategy and Planning Document (ISPD) for each alternative.
  • Track, manage, and ensure delivery of JRC deliverables
  • Oversee planning of final investment analysis including all coordination necessary for approval         

Qualifications

A Doctorate in engineering with 10 years of experience, or a Master of Science degree in engineering with 15 years of relevant experience or a Bachelor of Science degree in engineering with 20 years of experience is required.

 

Preferred Qualifications:

Must demonstrate highly technical and managerial expertise and be fully knowledgeable and experienced in all aspects of NAS programs, system and related functional areas. Applicable functional areas include experience in:

-  Air traffic and flight operations data analysis, pilot and air traffic controller information processing, systems engineering, network engineering, business process re-engineering to include data modeling, software design, and programming; specialty engineering (e.g. communications, systems safety, quality assurance, test and evaluation, civil, etc.); human factor risks and mitigation strategies, reliability and maintainability, systems security, acquisition management, organizational planning, financial management, acquisition logistics, and program management.

-  Provides consulting and advisory services to project teams, operations and engineering teams to ensure data solutions are aligned with the business direction, to determine data requirements and to provide advice as well as directly assist in the analysis, design, and implementation of initiatives and projects.

-  Manages large complex systems, acquisition projects for major functional areas.

-  Plans, develops and supports programs/projects. Establishes objectives and requirements. Adapts and applies applicable technical, administrative, financial and business processes and procedures. Develops program/project budgets, standards and schedules.

-  Directly participates and coordinates with the highest echelons and authority on all matters pertinent to the successful implementation of the program or functional area. - - -  Employs a high degree of creativity, foresight, and mature judgment to plan, organize, and guide complex programs for which approaches and precedents may be unclear or non-existent.

-  Performs all relative duties as assigned.
