The Cyber Task Force (CTF) supports national cybersecurity policy-making and decision-making processes. The CTF stood up in 2007 in recognition of the emerging cyber challenges facing the nation, and the pending implementation of the Comprehensive National Cybersecurity Initiative (CNCI). Since 2008, Noblis-NSP provides critical cybersecurity, interagency, national-level, and DoD policy and process support, expertise and connectivity for the CTF .


The Cybersecurity Strategy Consultant (DoD Policy) provides consulting services in support of senior U.S. government leaders. The consultant assists in the development and implementation of cybersecurity strategic initiatives and policy to facilitate and coordinate integration and collaboration among the organization, the IC, the DoD, and other U.S. government agencies. The Cybersecurity Strategy Consultant:

  • Serves as the cybersecurity strategy consultant for Cybersecurity Strategic initiatives; provides strategic and tactical-level cybersecurity perspectives and approaches in order to develop specific content for presentations and addresses to internal and external audiences. Requires research and review of prevailing trends and initiatives in national-level cybersecurity operations and policies, and development of unique and "cutting edge" thoughts related to national cybersecurity approaches and posture.
  • Provides process improvement and documentation of internal governance processes, presentation strategy development and customer/stakeholder relations.
  • Drafts point papers, talking points, other background papers, collaborative communications messages or briefings in support of organizational engagements in cybersecurity related activities with internal and external audiences.
  • Facilitates the interaction between and among agency and other organizations, including academia to identify opportunities for collaboration and information sharing associated with the organization's strategic initiatives.
  • Supports planning and implementation to develop cyber-related career development training, education and awareness projects and events.
  • Assists in preparing, consolidating, editing and coordinating interagency quarterly reporting documents for external stakeholder consideration.
  • Supports, facilitates and delivers cybersecurity subject matter expertise to integrate and synthesize highly complex, ambiguous and disparate concepts into recommended strategies and approaches to accomplish U.S. Government cybersecurity objectives.
  • Drafts Senior Executive point papers, talking points or background papers, collaborative communications messages/briefings in support of leadership engagements in cybersecurity related activities with internal/external stakeholders and audiences.
  • Coordinates interagency cyber-related tasks; facilitates and supports interagency working group meetings, activities and special topic briefings with organizational and interagency Senior Leadership, stakeholders and interagency counterparts.


Required Qualifications:

  • Bachelor’s degree in a cyber-related field (Computer Science, Computer Engineering, Cyber Security) or a field requiring communications and analysis skills. In lieu of a Bachelor’s degree, an additional four (4) years’ experience is required equaling 24 years of experience in the below areas.
  • Minimum of 20 years cumulative experience in eight (8) of the following areas; four (4) of which shall include: DoD Cyber Policy; DoD Cyber Doctrine; DoD Cyber Strategies and Implementation Plans; and National Security Strategy and National Military Strategy as they relate to the cyberspace domain.

    • DoD cyber requirements’ definition process, cyber capabilities development, and cyber capability acquisition
    • DoD force structure development
    • DoD command & control structures at tactical and operational (theater) levels per JP 3-0
    • DoD planning per JP 5-0
    • Process definition and improvement
    • Facilitation and decision analysis
    • Program analysis and evaluation
    • Interdepartmental or interagency collaboration and cooperation
    • Strategic communications and marketing
